DEPUTY CHIEF OF PARTY,Tetra Tech ARD

Tetra Tech ARD( http:www.ardinc.com) is currently accepting expressions of interest from qualified senior level candidates for Deputy Chief of Party on a USAID-funded Kabul City Initiative project in Afghanistan. The goal of the project is to provide technical assistance to the Kabul municipality to create effective, democratic, transparent, and accountable, municipal governance.

Responsibilities: Working under the overall direction of the Chief of Party (COP) and in coordination and collaboration with project technical staff, the DCOP will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance and grants, procurement and subcontracts support to the execution of the KCI project.

Qualifications: --A minimum of 5 years of previous or current management, preferably in overseeing multiple program areas simultaneously; hiring, training and supervision of local personnel; financial management including budgeting; tracking, reporting and accounting of finances and procurement; --Minimum Masters degree in a field directly related to municipal governance or other topic directly relevant to the Project objectives; --Prior DCOP experience on projects of similar complexity, with an excellent understanding and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems; --Demonstrated achievement in maintaining transparent processes and financial flow; --Ability to work under pressure and meet deadlines; --Strong interpersonal, analytical, writing and computer skills required;
--Fluent in English, and some knowledge of Dari or Pashto desired.
