Chief Technical Advisor (CTA) on Standardisation, Metrology, Testing & Quality (L5)

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and work towards improving living conditions in the world's poorest countries by drawing on its combined global resources and expertise.

UNIDO has been identified as one of the implementing partners for the Trade Related Technical Assistance (TRTA) II programme, a large scale trade capacity-building programme funded by the European Commission. The overall objective is to assist Pakistan in fostering its integration into the world economy and, ultimately, contributing to poverty alleviation as well as enhancing awareness among a wide range of stakeholders on the implications of World Trade Organisation (WTO) Agreements and assisting Pakistan in addressing WTO related matters. The programme comprises distinct components covering trade policy, quality and conformity assessment, and intellectual property rights.

The CTA will work under the overall guidance of the UNIDO Project Manager in Vienna. He/she will be assisted by a Programme Management Office and by short-term international experts fielded from time to time. The CTA will be responsible for co-ordinating the successful technical delivery of the entire programme including ensuring synergy with ITC and WIPO interventions under the other two components.

MAIN FUNCTIONS
PROGRAMME COORDINATION
( ) Coordinate with the government, the EU Delegation, the implementing partners at national and international levels the field implementation of TRTA II programme activities and operations.
(i) Define and elaborate budgets, corporate plans/ work targets, institutional linkages, staff capacities, demand for services and services delivered under the programme.
(ii) Be responsible for planning and the day-to-day management of the project office and the disbursement of local expenditure, based on standard UNIDO field disbursement procedures.

PROGRAMME IMPLEMENTATION
(iii) Provide substantive advice in the field of accreditation, standardization and conformity assessment.
(iv) In consultation with the UNIDO project manager, identify in detail the nature of international and national expertise required.
(v) Supervise in the field the work of national and international consultants and sub-contractors, to ensure smooth project delivery.
(vi) Supervise the administrative organization of study tours and other training programmes including selection of participants.

PROGRAMME MONITORING, REPORTING AND PROMOTION
(i) Guide the substantive, administrative and financial monitoring of the programme and its activities.
(ii) Prepare monthly, bi-annual and annual reporting for the programme according to donor specifications and UNIDO requirements.
(iii) Keep the EU delegation and the key counterpart Ministry regularly briefed of project progress.
(iv) Prepare the documentation for the Project Steering Committee meetings. Participate in the meetings, keep the minutes and be responsible for follow up actions.
(v) Prepare promotional material on the project and ensure that sufficient exposure is made about the project in the media
(vi) Organise and conduct seminars and workshops to create awareness and publicize project results, and ensuring sustainability.
(vii) Develop a rapport with the donor community, to publicize the project results and seek funding for additional areas, not covered under the EU project.

MINIMUM REQUIREMENTS
Education:
The job requires a university degree in Science/Engineering.

Experience: At least 10 years of progressive professional experience related to trade related capacity building and standardization, metrology/calibration, testing and quality. Demonstrated experience in the implementation and management of projects (project components), ideally in the field of trade related capacity building and quality infrastructure development involving dialogue with different stakeholders and supervision of several teams of technical experts. Experience in setting up/ upgrading trade related infrastructure is a distinct advantage. UN project implementation experience desirable. Experience and knowledge of UN procedures, rules and regulations and operating principles, monitoring and reporting requirements would be an asset.
