Deputy Country Director, Vietnam

The Clinton Health Access Initiative (CHAI) is a trusted advisor to governments worldwide, helping them transform the way they provide health services to their people. In Vietnam, CHAI works with a number of national institutions, especially the Vietnam Authority of HIV/AIDS Control (VAAC), to help the government reach national HIV targets, especially 1) universal Anti-Retroviral Therapy (ART) coverage for children, and 2) eliminating Mother to Child Transmission of HIV. Established in Vietnam in 2006, CHAI has emphasized a sustainable and integrative approach to health systems strengthening premised on a close partnership with government to build national capacity. CHAI believes that strengthening the government’s capacity to manage and coordinate the national health system is the most effective approach to improving health outcomes in the long-term.

CHAI’s team in Vietnam consists of a dynamic and respected core of 14 in addition to expert resources available at the regional and global levels.

Position Overview:
Based in Hanoi, the Deputy Country Director (DCD) will report to the Country Director (CD) and help ensure the overall success of CHAI’s work in Vietnam. The DCD will help manage the program portfolio of HIV care, treatment, and prevention interventions and support the team to achieve all program objectives. He/she will support the vision, strategy, coordination, and management over a broad range of activity areas such as PMTCT, patient identification and scale up, care and treatment and lab systems strengthening, referral network development, Health Information Systems, M&E, operational research, and policy development. The DCD will help represent the office in liaising with CHAI headquarters and global teams, as well as donors and in-country partners. The DCD will also oversee the administration of the office, including financial management, human resources and office management.

Responsibilities:

As a key representative of CHAI, the DCD will:

  • Support the CD in defining overall strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Establish robust financial, administrative, and human resource policies and systems, ensuring they are aligned with CHAI global policies
  • Oversee the financial management of the office, including monthly cash flow and financial reporting, cash allocations and budget forecasting and planning
  • Develop and manage program budgets in collaboration with program staff
  • Support the CD in human resources management, including recruitment and management of existing staff
  • Ensure adequate on-boarding for new staff and identify training needs and professional development opportunities
  • Oversee internal management of the office’s daily operations, including contracting with vendors, ensuring compliance with local laws, and interfacing with CHAI’s legal and financial teams
  • Support fundraising efforts, including new program development, budgeting and the development and management of relationships with existing and potential donors
  • Manage processes for internal and donor reporting
  • Develop communication materials, make presentations and represent CHAI at public forums
  • Coordinate efforts with CHAI's partners and establish new partnerships
  • Maintain appropriate bi-directional communication with CHAI headquarters to ensure that CHAI’s global capabilities are being fully leveraged
  • Maintain a thorough understanding of the health landscape in Vietnam and the Ministry of Health’s key priorities and challenges
  • Oversee all program strategy, activities, work plan, M&E, and reporting

Qualifications:
  • Exceptional English communications skills, both written and oral
  • At least five years of work experience in a demanding, results-oriented environment, with increasing levels of responsibility and leadership
  • Experience conceiving, planning and executing complex programs or projects with verifiable results
  • The ability to manage within sensitive political contexts and develop strong relationships
  • Strong problem solving, analytical and quantitative skills, including fluency in Excel and PowerPoint
  • Ability to handle multiple tasks simultaneously, set priorities, delegate and work independently
  • Ability to learn on the job quickly and absorb/synthesize a broad range of information
  • Ability to inspire, mentor and lead teams for consistently high performance
  • Ability to work within limited budgets and human resources
  • Strong work ethic and flexibility
  • Comfort working on highly complex problems without extensive structural or operational support
  • Strong mentor, manager, role model and team player who demands 100% performance from self and entire team
  • Master's Degree, preferably in a development-related field such as Public Health
  • Working experience in Asia and/or fluency with east Asian cultures
  • Vietnamese language skills very strongly preferred
