The Energy Charter Secretariat, an international organisation located in Brussels, serves the Charter Conference and assists Member States in implementing the Energy Charter Treaty.

The Energy Charter Treaty, which entered into force in April 1998, involves 51 States, with broad coverage across Eurasia. The Treaty establishes a legal framework for international energy co-operation in the areas of investment, trade, transit and energy efficiency.

EXPERT ON INVESTMENT

In the Directorate for Energy Efficiency and Investment, the Expert will deal with investment-related aspects of the Energy Charter process. He/she will undertake examinations of the investment climate in the energy sectors of the member countries, of their market reforms and re-structuring policies, and will participate in the monitoring of the application of the Energy Charter Treaty’s rules for the protection of foreign investors. The position involves reporting to and interaction with the Investment Group, which is the expert forum for the Energy Charter’s multilateral cooperation on investment issues. In addition to being acquainted with policy issues for the transition process, he/she should have experience in the following fields:

• Global and national energy policy issues
• Energy market reforms and restructuring policies
• International cooperation and rules for the protection of foreign investments
• Work of international organisations

The successful candidates will have a degree in economics, law or energy engineering, and at least five years of relevant professional experience. Oral and written communications skills will include an excellent knowledge of English with proven drafting ability. The capacity to work in a multinational environment, together with the ability to be a good team player, is important. Knowledge of other languages, particularly Russian, would be an asset. Both posts, with an attractive, international remuneration package, will be offered on the basis of a three-year, fixed-term contract with the possibility of renewal.
