Chief of party Tajikistan
Chemonics seeks a chief of party for the anticipated USAID-funded Land Reform and Farm Restructuring project in Tajikistan. The project aims to support continuing progress of dehkan farm restructuring and recognition of property rights leading to a market in land-use rights. It will focus on policy and legal development, expanding awareness of land-use rights among rural government and citizen stakeholders, facilitating acquisition of land-use certificates, and building government capacity to effectively monitor and implement the land reform process. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide project leadership, management, and technical direction
- Serve as the project's key liaison with USAID, government counterparts, and local partners and other institutions
- Manage and supervise the work of project personnel and subcontractors
- Ensure that all project assistance is technically sound and appropriate
- Oversee project work planning, performance, and long-term programmatic vision
Qualifications:
- Master's degree in a land tenure-related field or appropriate social science required; doctoral degree preferred
- Minimum 10 years of experience overseeing and coordinating land-reform projects, including components such as policy and legal development, farm restructuring, the development of registration systems, public information and awareness, and strengthening women's land rights
- Experience working in the former Soviet Union, or other countries with centrally planned economies and state-owned and collective farms preferred
- Excellent interpersonal and teamwork skills
- Demonstrated leadership, versatility and integrity
- Russian language skills highly desirable
