Families Matter Program Director , Tanzania


Since its inception in 1933, the International Rescue Committee (IRC) has been a global leader in emergency response and providing durable solutions for conflict- and crisis-affected populations. IRC initiated operations in north-western Tanzania’s Kigoma region in December 1993 in response to a large influx of refugees from neighboring Burundi and Rwanda when ethno-political violence and civil war forced tens of thousands to flee their homes. Since that time, IRC Tanzania has continued both to serve the changing refugee populations present in Tanzania and to contribute to the greater development of Tanzania in the sectors of reproductive health, child and youth protection and development, community-based rehabilitation, and women’s protection and empowerment.
IRC is seeking a Families Matter Program Director for a Centers for Disease Control and Prevention (CDC)-funded project on engaging parents in the prevention of child sexual abuse and sexual risk behaviors targeting youth. The project aims to scale up the implementation of the Families Matter Program in Tanzania under the President’s Emergency Plan for AIDS Relief (PEPFAR). The Program Director will be responsible for overall project management, supervision, administration, and implementation of the requirements of the cooperative agreement. This position is contingent on IRC being awarded funding.
Job Responsibilities:
• Be responsible for the overall management, planning, and coordination of the project; • Establish and maintain systems for project operations; • Ensure that all cooperative agreement deadlines are met and that targets are achieved; • Maintain working relationships with project stakeholders, including CDC, government counterparts, and local civil society; • Provide creative leadership in identifying opportunities to enhance project impact by linking with existing structure and actors in Tanzania to promote sustainability; • Provide technical support and capacity building in management and implementation to the National AIDS Control Program (NACP) and Tanzania Commission for AIDS (TACAIDS) in scale up and oversight of the Families Matter program; • Oversee the transfer of project activities – including ensuring financial planning – to the NACP and TACAIDS; • Provide technical leadership to project staff, project partners, and government and civil society counterparts in the areas of HIV/AIDS prevention, sexual and reproductive health, and sexual abuse prevention and response; • Oversee the preparation and submission of technical and financial reports to CDC; • Actively participate in sexual and reproductive health, HIV/AIDS, and sexual abuse prevention and response implementation meetings and policy discussions; • Maintain working relationships with all project stakeholders; • Manage project staff and monitor work of IRC partners.
This position reports to the Country Director.
Requirements:
• Master’s degree, professional degree, or higher in health or related field; • Minimum of seven years’ professional experience including three years of professional experience in a leadership role in implementation of complex programs in HIV/AIDS prevention including Voluntary Counseling and Testing (VCT) and the development of capacity building among and collaboration between governmental and non-governmental partners; • Familiarity with the Families Matter program a plus; • Experience managing USG-funded projects and particularly CDC-funded projects preferred; • Strong understanding of the Tanzanian context, and in particular the structure and operation of the NACP and TACAIDS; • Understanding of community mobilization techniques, particularly around sexual health and HIV/AIDS; • Significant budget management experience; • Strong writing and editorial skills; • Ability to work under pressure; • Strong interpersonal and intercultural skills and ability to work well with a diverse team; • Experience in Africa a must, and experienced in Tanzania a plus; • Fluency in English is required and knowledge of Kiswahili is preferred.
