Job Overview
IDRC’s Governance, Security and Justice (GSJ) Program funds research that addresses development challenges posed by insecurity, injustice, and the abuse of power. We support evidence-based research that helps citizens and public authorities address the sources of violent conflict, organized crime, and poor governance in a gender sensitive manner. The result is a better understanding of how citizens, governments, and in particular vulnerable populations can make use of available resources, including promising technologies, to strengthen the accountability, effectiveness, and legitimacy of public authorities
As a Senior Program Officer working as part of a dynamic multi-disciplinary team, you will identify critical research issues related to the GSJ Prospectus, with a focus on Southeast Asia. You will also take the lead in developing, managing, monitoring, reporting on and evaluating a portfolio of research projects. In particular, you will identify and engage with researchers, practitioners and decision-makers in Canada and internationally to ensure that research funded by GSJ is widely accessible to those who need it.
Candidate Profile
Education
PhD and a record of research and publication in a relevant discipline such as international development, public administration, international relations, political science or political economy OR Master’s degree in a relevant discipline and significant work experience.
Experience
Position requires a minimum of five years’ relevant experience, which includes:
  • managing and conducting research projects in developing regions, from project design to project implementation and evaluation
  • assessing and strengthening organizational capacities of research oriented organizations through mentoring and supervising
  • establishing and building partnerships with research oriented organizations
  • consulting with decision-makers and policy actors to identify research needs
  • work experience in a developing region
  • work experience in Southeast Asia an asset
  • work experience in a policy research or grant-making organization is an asset
Note:    Candidates with less experience may be considered for appointment at the level of Program Officer (CA $70,995 - CA $85,536).
Language
  • Bilingual position (French/English) at an intermediate level as a minimum
  • Working knowledge of a local language in Southeast Asia is an asset
Knowledge
  • Knowledge of current debates and research agendas on promoting governance, security and justice issues / challenges in conflict, post-conflict or transition contexts in developing regions
  • Sound understanding of research-policy linkages
  • Knowledge of effective research methodologies in the social sciences
Competencies
  • Excellent interpersonal and communication skills, and sensitivity towards individual, gender and cultural differences
  • Results oriented with strong organizing, problem-solving, negotiating, implementing, monitoring and reporting skills
  • Solid analytical and writing skills
  • Proven creativity, initiative and ability to work under pressure
  • Ability to establish, manage and monitor relationships with various stakeholders

  • Ability to work in a multidisciplinary and partially virtual team including diverse cultures, expertise and experiences

This position requires a willingness to travel internationally. Annual salary progression is based on an economic and a merit increase.
