Objectives

The African Development Bank’s operations and staff are rapidly growing. The continuing decentralization agenda has ensured proximity to customers in thirty (30) African countries. The Human Resources Department is responsible for developing and implementing professional, effective and efficient Human Resources (HR) service to the Bank’s various organizational units. Operating in a business partnering environment, the Senior HR Advisor (SHRA), supports key business initiatives to recruit and develop talented professionals, grow performance capability, provide best practices in talent management and contribute to higher levels of employee engagement. The SHRA will work closely with the management team of four newly established divisions (i) client services, (ii) administrative services, (iii) programmes, policy and strategy and (iv) employee relations and welfare;  in addition to managers and staff across the Bank.

Duties and responsibilities

Working in the front office of the Human Resources Director, the Senior Human Resources Advisor will lead the implementation of the HR Strategy within the broad frame of the People Strategy of the Bank and its Long Term Strategy. Under the direct supervision of the Director CHRM, the incumbent will take responsibility for Human Resources work programme management and service delivery.
  • Oversees and manage workforce analytics to ensure that relevant metrics and trends are identified and reported to key stakeholders, HR, and/or business unit leaders. Responsible for designing a “People Dashboard’ of key indicators.
  • Responsible for quality assurance of HR outputs and programmes.
  • Supports the development of the annual work plan. Supervises and guides managers in implementation, monitors deliverables and coordinates follow-up.
  • Formulates presentation and execution of the Department's budget, establishment of Departmental priorities and allocation of resources.
  • Maintains the HR compliance programme to identify risk, ensure adherence with all applicable HR related legal/statutory and compliance requirements, as well as mitigate loss.
  • Provides direction on the implementation of the HR and People strategies, and track, review and monitor progress.
  • Oversees employee relations and consultations with the Staff Council, recourse mechanisms and other staff groups.  Using highly developed interpersonal skills to manage the resolution of conflicts, working through and with others to affect mutually acceptable solutions.
  • Leads development of employee relation’s policies, ensuring compliance with employment legislation and Bank statutory requirements.  
  • Oversees and formulates the Bank’s position in all disciplinary and cases of conflict with a view to ensuring fairness and effective resolution.
  • Represents the HR Director in corporate level forums and committees, providing the strategic interface between HR and specific directorates to embed a strategic approach to human resource development and management that results in more effective front line delivery.
  • Reviews trends in HR policies and practices in benchmark organizations to identify and implement best practice innovations.

Selection Criteria

  • At least a Master’s degree or its equivalent in Human Resources Management, Organizational Development or related disciplines;
  • At least nine (9) years of extensive and progressive experience in Human Resource Management. Working experience in a multilateral development organization is an asset;
  • Demonstrable experience of working in a client-centric, business partnering environment.
  • Strong generalist HR experience, in; (i) employee relations, well-being and work life balance, (ii) recruitment, selection and retention, (iii) remuneration and conditions of employment, (iv) equal opportunities and employment policies, (v) HR information and performance management and (vi) payroll;
  • Demonstrable experience executing organizational transformational change and process improvement;
  • Sound understanding of the business and operational needs with proven capacity to innovate, and promote change initiatives in corporate human resource policies and services in large organizations;
  • Proven experience in implementing HR Management theories and principles, policy and strategy development, employee relations, personnel administration and other different functional areas of Human resources;
  • Must be self-motivated, pro-active and results oriented;
  • Must have good problem-solving skills; be well organized, and have advanced ability to plan, prioritize and deliver in a pressured work environment;
  • The position requires strong oral and written communication skills and the ability to deal effectively and diplomatically with all levels of the organization;
  • Proven interpersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and the ability to build trust and provide consultancy to different stakeholders;
  • Excellent written and oral communication skills in English and/or French, and good practical knowledge of the other language;
  • Competence with standard Ms Office software; preferable experience of SAP HR and e-Recruitment systems.
