About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity, founded in December 2008. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of 41 transmission system operators (TSOs) across 34 countries. ENTSO-E is assigned important tasks in the EU’s Third Internal Energy Market legislative package, which entered into force in March 2011, including the development of network codes and of network development plans. The ENTSO-E Secretariat in Brussels is the focal point and service center for all technical, market and policy questions for all European TSOs in their cooperation with each other and especially in their joint fulfillment of their legal mandates.

General position description

The successful candidate will assume an important role within the ENTSO-E Secretariat in Brussels and report to the Consultation Manager. The successful candidate will coordinate work across each of the 9 “network codes” (essentially European laws) which ENTSO-E is developing. He/she will work closely with circa 12 colleagues from across the Secretariat (including technical, legal and communications teams) with the goal of ensuring that ENTSO-E’s network code development work is well perceived externally and optimally coordinated internally.
He/she will be expected to quickly get to grips with the objectives and challenges of each network code and with the links between those codes. He/she is to identify the aspects which may prove controversial in the eyes of stakeholders or policy makers, with whom productive relationships will need to be developed, and assist in the process of generating explanations and counter arguments to mitigate such concerns.

The role represents an exciting opportunity for the successful candidate to apply their intellectual, communication and problem solving skills in a fast paced international environment, to develop a comprehensive knowledge of the work of TSOs and of the European electricity sector and to contribute to the delivery of the first ever set of pan European rules for that sector.

Specific responsibilities and tasks

The successful candidate will require an ability to adapt to changing circumstances, to respond proactively to new challenges facing the organisation and to act quickly and proactively to resolve issues (before and after they arise).
  • Act as a link between different teams and individuals within the ENTSO-E Secretariat, ensuring that issues are tackled in an efficient and coordinated manner and that information is shared efficiently;
  • Manage updates to the dedicated network code section of the ENTSO-E website;
  • Ensure timely communication with Member experts involved in developing network codes;
  • Plan the delivery of the network code project;
  • Identify and resolve inconsistencies in network codes and find pragmatic solutions to resolve those inconsistencies;
  • Collect feedback from stakeholders on ENTSO-E events and implement changes to our approach in light of that feedback;
  • Develop simple material to explain ENTSO-E’s activities and their benefits to European consumers;
  • Take the lead in drafting position papers and policy documents, ensuring they reflect a balance of member views;
  • Represent ENTSO-E at external events;
  • Develop relationships with policy makers, stakeholders and members and use these to ensure a strong situational awareness;
  • Develop and deliver presentations and briefings to a range of audiences.

Profile

The successful candidate will require:
  • A strong academic record and degree in finance, economics, political science or electrical engineering. A Masters degree or above a distinct advantage;
  • At least 3 years relevant energy sector work experience and an understanding of the role of Transmission System Operators;
  • Excellent written and oral communication skills, a proactive attitude, ability to work on a broad range of issues and ability to influence and negotiate;
  • A very strong command of written and spoken English and an ability to present professionally to a range of audiences;
  • A proven ability to contribute to project delivery, manage competing priorities and build relationships across teams. Delivering quickly is vital to this role;
  • An ability to translate complex technical information into simplified public messages and a strong understanding of EU institutions and the work of a Member led association;
  • Ability to understand the constraints and challenges faced by Members and colleagues and a strong desire to deliver;
  • Capability to contribute in a broad range of areas, covering the full breadth of ENTSO-E’s tasks (system operations, system development, markets, R&D), and of working on a range of different issues simultaneously. An ability to stay calm under pressure, adapt to changing circumstances and take decisions within the limits of their authority will be vital.
