The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a dynamic professional to assume the role of Operations Officer (Caribbean Technological Consultancy Services) [OO (CTCS)] in the Technical Cooperation Division of the Projects Department. The successful candidate will be based at CDB’s office in St. Michael, Barbados.
CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region.  CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance (TA) and policy advice to its Borrowing Member Countries (BMCs) for the reduction of poverty.

The Role
The OO (CTCS) operates under the guidance of the Coordinator, CTCS responsible for those projects to which the OO is assigned.  The OO (CTCS) is accountable for:
  • Providing the Bank with sound technical analysis, advice and procedural guidance in all phases of the project cycle for TAs impacting on the Micro, Small and Medium-Sized Enterprises (MSMEs) sector throughout the Bank’s BMCs.
  • TA and training services to the private sector, particularly MSMEs provided under the CTCS Network Programme.
  • Monitoring and evaluation of TA interventions provided under the CTCS Network Programme.
     
The Candidate
Eligible candidates should have:
  1. A first degree and a post-graduate degree in a technical field such as Applied Sciences, Engineering or Management with a strong focus on entrepreneurial training and business development.
  2. A minimum of eight (8) years of directly related work experience, preferably in an MSME environment with a focus on technical and/or business counseling/training and/or business management.
  3. Working knowledge of MSME operations in the region and the key issues affecting MSME development and competitiveness.
  4. Experience in the implementation of complex and innovative support programmes for MSMEs, through training and on the ground follow-up.
  5. An entrepreneurial skill set is an advantage.
The successful candidate must be willing to live and work in Barbados.
