SECONDED NATIONAL EXPERT , Eurostat

  • Eurostat Unit's G1 (Business Statistics - coordination and registers) mission is to provide the infrastructures, the design and the coordination for the production of high-quality information on global businesses statistics in the EU.
  •     This will include in the forthcoming years the implementation of the ESS Vision Infrastructure Project "European system of interoperable statistical business registers" (ESBRs). This project aims at reinforcing the role of European statistical business registers as "backbone" for ensuring coherence across domains and countries in business statistics.
  •     The Unit also deals with the Framework Regulation (FRIBS) ensuring consistency of the transmission programme and its individual components (statistical units, characteristics, variables).
  •     The candidate should have been working for some years in the area of business registers, statistical units, profiling and related issues. She/he should preferably have gained experience participating in national projects of defining enterprises through profiling.
  •     The expert will be the Project Manager for profiling. He/she will actively contribute to the implementation of a new statistical units’ model in the frame of the FRIBS Regulation. He/she will define the actions to be undertaken in terms of profiling the large and complex multinational enterprise groups and implementation of the new definition of enterprises, coordinate at the Eurostat level the actions of the NSIs in terms of profiling, and follow the development of the Interactive Profiling Tool (IPT). He/she will ensure the relations between the IPT and the EGR and contribute to EGR quality assurance. The expert will support the Project Manager of the ESS Vision Infrastructure Project "European system of interoperable statistical business registers" in one or more of the various aspects related to the implementation by the ESS, by advising on strategic and tactical issues making use of best practise and know how.
     
Main qualifications:
a) Eligibility criteria
The following eligibility criteria are to be fulfilled by the candidate in order to be seconded to the Commission. Consequently, the candidate who does not fulfil one of them will be automatically eliminated from the selection process.
  •     Professional experience : at least three years' experience in administrative, legal, scientific, technical, advisory or supervisory functions which can be regarded as equivalent to those of function groups AD;
  •     Seniority : at least one year by your employer, that is having worked for an eligible employer (as described in Art. 1 of the SNE decision) on a permanent or contract basis for at least 12 months before the secondment;
  •     Linguistic skills: thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU official language to the extent necessary for the performance of the duties. An SNE from a non-member country must produce evidence of a thorough knowledge of one Community language necessary for the performance of his duties.
    b) Selection criteria
  • diploma: diploma in mathematics, statistics or economics
  • professional experience: well documented statistical experience in working on business registers systems in a national statistical office is required. Knowledge in accounting is a necessary condition.
  • language(s) necessary for the performance of duties: fluent English is required.
