Senior program advisor , Afghanistan
Chemonics seeks a long-term senior program advisor for the ongoing USAID-funded Regional Afghan Municipalities Program for Urban Populations – South (RAMP UP-South) in Afghanistan. The project works to create effective, responsive, democratic, transparent, accountable, and gender-sensitive municipal governance. As a result of RAMP UP-South, Afghan citizens will receive better services, understand the responsibilities of municipal leaders, play an active role in the municipal decision-making process, and see local governance structures as legitimate. The three components of the project are: 1) increase the capacity of national government municipal officials; 2) improve the delivery of municipal services to citizens in target municipalities and; and 3) increase municipal capacity to enable, support, and sustain economic growth. The senior program advisor will provide technical oversight for all three components of the project and build the capacity of local national component team leaders and staff. The advisor will be based in Kandahar and must be willing to travel to Kandahar City and other cities in southern Afghanistan as required. Responsibilities include:
- Provide strategic guidance and mentorship and help manage local national technical staff
- Assist in providing strategic and technical direction to local staff in all three components
- Conduct oversight of program activities, including traveling to designated municipalities in RAMP UP-South areas of operation to provide strategic technical direction and leadership and to ensure that activities are progressing according to schedule
- Coordinate with project leadership and component team leaders to analyze and report on the programmatic budget on a monthly basis
- Liaise with project counterparts, including USAID, the Independent Directorate for Local Governance/General Directorate for Municipal Affairs, provincial reconstruction teams, and municipal officials as required to provide updates on project status in each component, resolve issues, and address challenges
- Contribute to project reporting requirements
Qualifications:
- Advanced degree in related field required
- Minimum of seven years of senior management experience, including demonstrated personnel and operational management skills required
- Experience working in a post-conflict environment preferred
- Experience managing USAID contracts
- Experience training and building capacity of local staff
- Demonstrated leadership, versatility, and integrity
- Fluency in English required; proficiency in Dari/Pashto preferred
