Organizational Context and Scope
The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand works to support 27 country offices covering 40 countries across the Asia and Pacific region. The key responsibility of the ROAP is to formulate regional strategies and plans of action and to provide programmatic and administrative support to the countries within its region. Regional Thematic Specialists (RTS) in the various areas of migration management, policy and project development are based at the ROAP to fulfill this responsibility.
Under the overall supervision of the Regional Director (RD) and the direct supervision of the Regional Project Development Officer (RPDO), the successful candidate will assist in providing technical support and guidance to IOM Country Offices (COs) within the Asia Pacific region with regard to resource mobilization functions and donor requirements.
Responsibilities and Accountabilities
  1. Seek out funding opportunities for all IOM COs in the Asia Pacific region, such as through various list serves, internet and journals; share findings with the relevant offices.
  2. Identify potential traditional, non-traditional donors, and current trends for the region; keep abreast on emerging trends, in coordination with the Donor Relations Division (DRD) at IOM Headquarters and serve as a resource on such for COs in the region.
  3. Be familiar with submission requirements as stipulated by potential IOM donors and advise and assist IOM COs on such requirements.
  4. Maintain a repository of support service areas and offices on the development of communications’ and donor resource mobilization materials used to highlight IOM’s services, and projects.
  5. Support the call for proposal process by tracking proposal progress against deadlines, collecting required supporting documents, organizing documents and background information according to proposal formats, informing and coordinating with missions to ensure timely submissions to the ROAP and the donor.
  6. Liaise between IOM Headquarters, Brussels, Washington, and other administrative offices and departments to confirm and follow‐up endorsements, required donor information, and relevant background and program information for respective proposals.
  7. Provide support in proposal writing through narrative, budget and/or background information to the RPDO and respective COs as required.
  8. Works with the RPDO to develop new tools to enhance communication with the field, tracking of new trends and fundraising opportunities, and overall project proposal development to share with the respective COs.
  9. Maintain the central database where information on project development and resource mobilization made by the ROAP is stored.
  10. Contribute to the development of a regional project development implementation strategy.
  11. Perform such other related duties as may be assigned.
Eligibility and Selection
This vacancy is open to candidates of Thai nationality who have completed at least a Bachelor’s degree from an accredited academic institution, preferably in International Development Studies or related fields with at least six years of relevant work experience, preferably in an international environment. Candidates must have advanced English writing and communication skills as well as familiarity with computer programs, including MS Office programs (Word, Excel, Access, PowerPoint, Publisher, Visio). French and Spanish are advantageous.
