Project title: Modernisation of HRM Systems in the Civil Service in Bosnia and Herzegovina
Brief description: The overall objective of the project is to contribute to a reformed, efficient, transparent and service oriented Public Administration.
The purpose is to improve the system of human resources management in the public administration of BiH through capacity building, improvement of the legislative framework and harmonisation of procedures and practices at all levels in all administrative structures of the civil service.
Expected results:
- Result 1: System of classification and specification of positions and jobs in the civil service (including job description specifications) improved, tested and piloted.
- Result 2: HR policies and employment procedures strengthened to comply with objective, consistent and transparent evaluation criteria.
- Result 3: Capacities for preparation and implementation of HRM policies, advisory and expert assistance in the area of management of the civil service at all levels increased.
- Result 4: System of HRM civil service planning developed, linked with budget and strategic plans of the governments and the fulfilment of long-term institutional priorities.
Commencement date of the project: October 2013
Duration of the assignment: min 420 work days over 24 months
Requirements:
Qualifications and skills
- University degree in the field of law, public administration, economics, political science, social sciences or related fields. Postgraduate/advanced degree in one of these fields is an advantage
General professional experience:
- At least 10 years of work experience in the field of HRM in public sector
- Previous experience in managing complex projects, demonstrated by at least 3 years of work experience in positions with higher management responsibilities or team leader positions in programmes or projects
Specific professional experience:
- At least 5 years of work experience in providing technical assistance in one or more of the following areas: public administration reform, HRM, public policy, capacity building and training and/or civil service legislation
- Previous experience in implementation of at least 2 technical assistance projects in the field of public administration reform, capacity building and/or human resources management in public sector in the EU Member States, candidate countries and/or potential candidate countries as a key expert
- Previous experience in the area of capacity building, i.e. engagement in organisation and implementation of training and development programs in public administration
