Technical Consultant: Long-Acting Reversible Contraceptives & Permanent Methods (LARC-PM) in Family Planning & Reproductive Health, Washington D.C.
Project/Proposal Summary:
The USAID/ Global Health (GH), Office of Population & Reproductive Health (PRH), Service Delivery Improvement Division (SDI) intends to conduct an external, independent assessment of current program efforts and gaps to broaden the available contraceptive method mix with long-acting reversible contraceptives & permanent methods (LARC-PM) within family planning and reproductive health (FP/RH) portfolios since 2003. The focus will be across PRH leadership and divisions (and other GH Offices as appropriate) and will explore both core- and mission-supported activities. The results of this assessment will be used by USAID to inform PRH strategy design for future investments to increase use and quality FP/RH services with LARC-PM. The three primary purposes for this assessment are:
1) To assess PRH priorities for future LARC and PM activities and programs in meeting the following objectives:
a. Increased engagement in global platforms and partnerships for increased attention on LARC-PMs in the context of broadening available contraceptive method mix.
b. Supportive strategies and action plans to provide technical assistance in addressing programmatic scale-up needs towards greater client uptake and strengthened service delivery of voluntary LARC and/or PM at the field level.
c. Closer alignment between core-funded activities and global leadership contributions on the one hand, and mission strategies and bilateral projects at the field level on the other.
2) To make recommendations to PRH on a strengthened strategic focus on LARC-PM to be integrated into future investments.
3) To provide the basis for a two-day PRH strategic planning meeting in Washington, DC to solidify PRH vision and priorities for LARC-PM in its portfolio.

The Technical Consultant will work with the Team Leader to collect data and generate recommendations to GH/PRH/SDI. While the Team Leader will be in charge of the overall design, data collection and analysis, and writing of the final report, the Technical Consultant will bring specialized FP/RH experience including LARC-PM to inform this assessment. This individual will bring the lens of his/her subject matter expertise and experience to bear on all aspects of the Scope of Work. S/he will work seamlessly with the Team Leader in data collection and analysis, generating appropriate responses to the assessment questions, providing recommendations for PRH’s strengthened strategic design on LARC-PM and writing sections of the report. Position is based in DC with some travel to USAID missions around the world.

Qualifications:
• Demonstrated assessment and evaluation expertise and programmatic experience in FP/RH, including LARC-PM.
• FP/RH program experience in developing country contexts, e.g., Africa, Asia and Latin America/Caribbean.
• Excellent skills in English oral and written communication.
• Familiarity with USAID policies/procedures, systems and way of doing business.
• Solid interpersonal and negotiation skills that facilitate interaction with diverse stakeholders.
• Group facilitation skills to conduct strategic planning meeting for 20-25 staff.
• Availability to travel.
