Fraud Training Consultant, Strengthening Integrity and Accountability Program 1 (SIAP 1), Jakarta, Indonesia

Project Summary: 
The objective of SIAP-1 is to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen integrity and accountability. Two major components of SIAP-1 are:
1. Supporting efforts by key accountability agencies such as the Corruption Eradication Commission (KPK) and the Supreme Audit Body (BPK) to strengthen integrity and accountability in government.
2. Supporting efforts to strengthen political integrity and accountability by reducing the influence of “money politics.” This will include support for efforts to strengthen the fair regulation of political finance and effective oversight and enforcement.
Position Summary:
SIAP 1 is seeking applicants from experienced trainers who can conduct Certified Fraud Examiner (CFE) courses, preparing participants for the CFE examination. The main objective is to assist 40 Government of Indonesia staff to become CFEs. It is anticipated that the classes will take 10-15 days and SIAP 1 plans to offer three classes over the next year and a half. The contract duration will approximately be 70 working days (50 training days and 20 preparation days), starting July 1, 2013 and ending December 31, 2014.

Responsibilities:
CFE Preparation:
• Assist MSI-SIAP 1 to register 40 GoI staff to become CFE associate members.
• Assist MSI-SIAP 1 to purchase 40 CFE preparation kits and CFE exams.
• Perform preparation course of fraud investigation for 40 GoI staff (three classes).
• Assist participants in understanding the preparation kits and procedures how to perform the CFE exam.
• Assist participants to perform CFE review as required in CFE preparation kits.
CFE Exam:
• Arrange schedule of the CFE exam and inform participants about the rules applicable to the exam.
• Supervise execution of the CFE exam.
• Send exam answers, letter of affidavit, and other requirements necessary to ACFE.
• Monitor the announcement of CFE exam results.
DELIVERABLES:
• Preparation course materials for participants.
• Copy of announcement of CFE Exam results.
Qualifications:
• Demonstrated experience providing services as a consultant/trainer, specifically in fraud investigation.
• Prior experience working with Indonesian government officials on fraud investigations.
• Experience developing curricula, exams and trainings in fraud investigations.
• Must be fluent in English and Bahasa.
