Urban Planning & Land Use Manager – Strengthening Municipal Governance , Mozambique

Description

Objective of the programme:

DAI was recently shortlisted to submit a proposal for a programme that will assist in strengthening capacity and provide technical support for institutions in Mozambique. The programme will also facilitate infrastructural improvements to strengthen the resilience of selected cities to climate related impacts. DAI is seeking experienced and dynamic candidates for this upcoming project
Duties and Responsibilities:
  • Develop transparent and efficient urban planning methodologies for improved spatial development and environmental management in beneficiary municipalities;
  • Participate in the development and implementation of robust land use and cadastral organisation systems which can be linked to municipal financial management functions;
  • Build the capacity of municipal staff for improved cadastral organisation, land use management and municipal urban planning;
  • Support the municipalities in the development of urban planning sub-projects for funding to be financed the Municipal Performance Grant Fund;
  • Work with existing urban planning staff in beneficiary municipalities to enable knowledge transfer and peer learning among municipalities;
  • Contribute to efforts in meeting donor reporting requirements as well as reporting to DAI home office
Requirements:
  • At least 10 years of experience working with public sector institutions at provincial and/or municipal level;
  • Technical expertise in municipal governance and strengthening the capacity of government institutions;
  • A Master Degree in Urban Panning, Cadastral Management, Institutional Capacity Building, or related areas
  • Proven track record in developing and maintaining relationships with government officials, and establishing links for knowledge transfer between institutions in all three tiers of government;
  • Experience developing and implementing innovative solutions with limited capacity and basic working conditions;
  • Solid experience with Local  Government Authorities in developing/or implementing  systems and processes for urban planning and environmental management;
  • Strong skill set in reporting, presenting, monitoring and evaluation
  • Excellent communication and reporting skills in Portuguese and English (both written and oral)
