Planning Specialist/Civil Engineer

The North West Development Corporation (SOC) Ltd is an organisation that promotes industrialising the economy, attracting investments, promoting exports and overcoming the legacy of economic imbalances. The NWDC has the following three-year fixed-term opportunities:
Platinum Valley Special Economic Zone (SEZ): Planning Specialist/Civil Engineer
NWDC Rustenburg Branch
Salary negotiable
Reporting directly to the Project Executive, the successful candidate will be responsible for providing a range of services, including engineering, inspection, operation and maintenance of equipment, roads, utilities, infrastructure planning and development planning, capital and major projects.
Key performance areas:
  • Plan and direct a comprehensive SEZ operational services programme covering improvements and maintenance of all roads, sidewalks and water and wastewater facilities, solid waste and related facilities
  • Conduct engineering assessments, review and provide engineering and technical expertise to the management and to consults
  • Provide professional/technical input into the planning and design of all capital and major projects and oversees the construction of all major projects
  • Process all land use and development proposals for approval
  • Ensure that development, rezoning and subdivision applications, building permits and other similar applications are processed thoroughly and timeously
  • Serve as a professional liaison with the Project Executive to the municipalities, Provincial departments, and community, including developers, partners, organisations and neighbouring municipalities
  • Direct and oversee environmental planning for the proposed SEZ
  • Ensure compliance with the technical legislative requirements and codes
  • Develop implement and monitor the proposed SEZ policies, procedures and standards to guide and direct engineering, planning and operational activities and staff and ensure full compliance with legislative and regulatory compliance
  • Prepare budgets, authorise and monitor expenditure to ensure they remain within the approved budget parameters, and recommend changes to budgets when required
  • Perform other related duties as required and assigned by the Project Executive.
Requirements:
  • Considerable knowledge of project management engineering, planning and development legislation, polices and regulatory requirements
  • Degree in Civil Engineering, Planning, or a related field plus at least 5-10 years' experience in progressively responsible positions
  • Working knowledge of computer software, engineering and planning programmes and the MS Office environment
  • Demonstrate project management skills with good working knowledge of legislation and regulations
  • Ability to interpret bylaws, resolutions, contracts, official records and related legal documents and prepare draft materials when required.
Note: The successful candidates will be required to sign a performance agreement contract, background verification, including criminal record and citizenship checks as well as competency assessment, will form part of the selection process.
