Background:
The Institute for Global Environmental Strategies (IGES) Regional Centre based in Bangkok is seeking a dynamic person with strong interest and relevant experience in network operation and project implementation in the area of climate change adaptation.
Since 2010, the Institute for Global Environmental Strategies (IGES) has been co-hosting the Regional Hub for Asia Pacific Adaptation Network (APAN), a joint programme of United Nations Environment Programme (UNEP), with the Regional Resource Centre for Asia and the Pacific (RRC.AP) in Bangkok with the support from the Governments of Japan and Sweden and Asian Development Bank. APAN is the first regional network for adaptation under UNEP’s proposed Global Adaptation Network (GAN) framework and it aims to help build climate resilience of vulnerable human systems, ecosystems and economies through the mobilisation of knowledge and technologies to support adaptation capacity building, policy-setting, planning and practices in the entire Asia-Pacific region. APAN will complete its inception phase and enter its development phase from January 2012 with expected funds from supporting agencies.
Duties and responsibilities: Under the supervision of the APAN Regional Hub Coordinator, and Director of IGES Regional Centre, the Associate Coordinator for the Asia Pacific Adaptation Network (APAN) Regional Hub will be responsible for the following tasks:
• Assist the APAN Hub Coordinator in implementing tasks scheduled in APAN project. Tasks include: o Assist in completing APAN activities in close consultation with partner organisations in the region and sub-regions including donor agencies. o Assist in developing plans and strategies o Assist in budget development and management o Actively identify funding opportunities for expanding APAN operations, fund raise and prepare funding proposal o Lead the implementation of APAN activities in close consultation with partner organisations in South Asia, Southeast Asia and Central Asia and assist in activity implementation in Northeast Asia and the Pacific. Tasks include organising events (conferences, workshops, seminars, trainings) in collaboration/communication with partner institutes in South Asia, Southeast Asia and Central Asia and drafting/finalising reports (commissioned reports, workshop/conference proceedings, technical papers, financial reports, etc.). o Synthesising research outputs from partner organisations. • Carry out any other additional tasks as may be assigned by the APAN Regional Hub Coordinator and/or Director of IGES Regional Centre as necessary.
Specific outputs to be delivered in each project cycle will be specified according to the work scheduled developed for the project.
Requirements: • At least three years of experience in implementing projects and networking in climate change, natural resource management or related field. • Master’s degree in relevant fields desirable. • Good communication, interpersonal skills, and a good team player. Good command of English (writing, reading, and speaking) is a must. • Experience in working in international organisations is preferred. Experience in fund raising and proposal writing is an asset. • Ability to take initiatives, travel overseas, perform multiple tasks under pressure, work in a team, prioritise tasks to deliver assignments on time in accordance with the institute’s regulations/procedures paying attention to the details. • Computer skills (MS Word, Excel, PowerPoint, Access database, etc.)
Reporting: The Associate Coordinator for the Asia Pacific Adaptation Network (APAN) Regional Hub will report to the APAN Regional Hub Coordinator and ultimately to the Director of IGES Regional Centre.
Term of Employment: The term of this position is initially offered for one year with a possible extension subject to fund availability. Considering the time required for attaining a work permit for non-Thai nationals from the Thai authorities, an employment term of one year is usually initially offered. A probationary period of three months at the beginning of the term of employment will be also considered for applicants.
Place of Work: The IGES Regional Centre office located in downtown Bangkok (604 SG Tower, 6th Floor 161/1 Soi Mahadlek Luang 3, Rajdamri Road, Patumwan, Bangkok 10330).
Compensation: Salary will conform to the IGES Regional Centre’s payment system. Relevant work experience and professional skills will be taken into account. Income tax withholding and other requirements will be complied with under Thai laws.
Working conditions: Annual paid leave and other holidays will conform to the practice in Thailand and in accordance with the relevant rules observed at IGES Regional Centre under Thai labour laws.
Established in 1998, the Institute for Global Environmental Strategies (IGES) is an independent, non-profit environmental policy think-tank, with headquarters based in Japan that goes beyond research to provide practical ways to protect the earth's environment and to realise greater sustainability and equity in the global community. While the outlook of IGES is global, the principal geographical scope of its activities is the Asia-Pacific region. Since 2003, IGES has been operating a project office in cooperation with the Regional Resources Centre for Asia and the Pacific (RRC.AP) of the Asian Institute for Technology (AIT), Pathumthani, Thailand. In 2011, the project office was upgraded to the IGES Regional Centre located in downtown Bangkok (Patumwan, Bangkok) to strengthen its functions and expand activities under the missions of IGES. IGES Regional Centre is a growing operation unit to respond to the needs of the institute as well as stakeholders in the Asia-Pacific region.
The main role of the IGES Regional Centre is to manage three networks that IGES provides secretariat services for, including Asia Pacific Adaptation Network (APAN), Asian Environmental Compliance and Enforcement Network (AECEN), Network for Integrated Planning and Sustainable Development Strategies in Asia-Pacific Region (SDPlanNet-AP), conduct/implement various region-wide activities including those that each network above has planned and others (ADAPT Asia-Pacific project, etc.), and to coordinate collaborative research with international, regional and national organisations and research institutes in the Asia-Pacific region.
