Title: IT BUSINESS DEVELOPMENT MANAGER

OBJECTIVES
In liaison with the CEO defines, controls, supervises and monitors implementation of WTCA’s digital business development through the use of appropriate tools and applications.
The position requires strong business and technical coordination in a dynamic technical and organizational environment. The system to be managed includes a state of the art platform for communication, data sharing and monetization.
Under direction of the CEO and other members of the relevant Board committees, the IT Business Development Manager will be responsible for eliciting business and other requirements from business users and translating them into technical specifications used in the design, development and maintenance of the decision support systems. This will include the development of mapping specifications, report specifications and test plans.
The IT Business Development Manager will also be responsible for the continuous evaluation and improvement of the existing platforms to ensure they remain state of the art and efficiencies are continuously gained where applicable.
Finally, the candidate will monitor new technology evolutions and applications in order to propose and help assess interest and requirements of their integration with the platform.
FUNCTIONS AND DUTIES
  • Act as a primary IT liaison with the Business Partners to elicit and document business and technical specifications for the development of the data in the decision support systems
  • Collaborate with the team and data modellers in the translation of business requirements into a data model
  • Responsible for planning, building and execution of testing of the system  
  • Maintain the developed data structures, business rules, and associated data after initial implementation, ensuring that the recommended solution is both commercial and competitive
  • Understand and translate business requirements into specific software requirements
  • Understand both technical designs and specifications
  • Analyze and document the required data and information
  • Evaluate information harvested through surveys and workshops, task analysis, and business process description
  • Possess strong technical and Business Analysis Systems skills, as well as a solid understanding of the needs of the users
  • Effectively communicate with external clients and internal teams to deliver GUI, interface and screen designs
  • Serve as liaison between technology teams, support teams, and business units
  • Identify opportunities to improve efficiency of business processes
  • Manage IT vendor relationships including vendor evaluation, price negotiation and vendor selection
Education/Certification
BSC in Management Information Systems or other related fields

PERFORMANCE MEASUREMENT
  • Timely implementation of projects as agreed by the CEO/Board

Experience Required:
  • Experienced in identifying and documenting business requirements in a data warehouse environment
  • Minimum five years experience in data related work with at least two years as a senior systems or business analyst for large, complex Business Analysis systems
Skills/Abilities:                                                 
  • Good understanding of IT market and evolution; capacity to understand and control technical developments and relationship with technology providers
  • Strong verbal and written communication skills, with an ability to express complex technical concepts in business terms
  • Strong interpersonal skills; ability to work on cross-functional teams
  • Self-motivated and independent; able to work with a minimum of supervision; able to work well with stakeholders and project staff
  • Experience in building enterprise data models, data profiling, data mapping and data quality initiatives
  • Ability to prioritize and multi-task across numerous work streams
  • Ability to plan and organize technical work and deliverables; ability to lead teams to consensus decisions on complex business and technical data challenges
  • IT literate; familiarity with Ruby on Rails a plus
