Programme officer, PPA, Bolivia

This is a very interesting post based in La Paz, Bolivia, providing support and technical expertise to achieve and report on quantitative and qualitative results for Christian Aid's livelihoods and income generation programmes in the Bolivian Amazon region which receives funds from the global DFID Partnership Programme Agreement (PPA) in which Christian Aid and our local partners participate.
The post holder will work alongside Christian Aid colleagues, based both in Bolivia and in the UK, to develop and maintain mechanisms and systems that will strengthen the capacity of our local partners working in the Amazon to achieve resilient and thriving livelihoods for historically marginalised men and women living in rural communities. The post holder will be responsible for ensuring that these changes can be clearly measured and evidenced in technical and financial reports, both internally and for DFID. The post holder will share lessons learned, regularly communicating these changes and will encourage analysis and horizontal learning around livelihoods and income generation in Bolivia through writing blogs and reports, as well as organising and facilitating learning events.
Essentials skills and experience required for this role are;
Graduate in a relevant discipline or equivalent
Familiarity with current thinking/debates on effectivenes/ results, evaluation and impact assessment in livelihoods and income generation programmes that have a disaster risk reduction, gender and rights based focus
Extensive experience of development and livelihoods programme management and monitoring and evaluation, as well as excellent facilitation skills and ability to promote critical thinking and reflection
Experience of working with partner organisations to build capacity, including in indigenous and campesino communities in the Amazon region and willingness to travel regularly to remote areas and work in basic conditions
Experience in participatory developing and implementing disaster risk reduction and mitigation mechanism with vulnerable communities
Experience of working in networks and NGO consortiums to optimise effectiveness and impact, creative thinking and track record of promoting innovation and ability to build effective working relationships across organisations, including at a distance
Excellent written and oral communication skills in English and Spanish, including ability to communicate effectively across cultures and at a distance
