2012 Annual Performance/Project Implementation Review for UNDP-supported GEF-funded Projects

UNDP-GEF is upgrading an excel-based monitoring template (APR/PIR) used during the annual monitoring review of ongoing full-sized and medium-sized projects funded by the Global Environment Facility (GEF). The template used in 2011 will be streamlined and shortened based on lessons learned in 2011, and new pre-loaded APR/PIRs prepared. The 2012 prototype template will be tested, and then finalized and circulated to over 340 UNDP supported projects. A script to aggregate the individual APR/PIRs into discrete reports will be improved. Troubleshooting support, with 24 hours turnaround, is also required.

Duties and Responsibilities

Revision of 2011 APR/PIR template into new 2012 APR/PIR:

Activity: Upgrade and streamline 2012 APR/PIR in excel. The template will include business rules, access and verification controls, and automated procedures to amalgamate APR/PIR data. This includes:

  • Incorporate revision changes documented by UNDP;
  • Prepare new APR/PIR excel templates for those projects that will prepare an APR/PIR for the first time;
  • Prepare blank PIRs for each focal area and for new projects;
  • Incorporate revisions to the impact results indicators section based on guidance forthcoming from UNDP;
  • Ensure that readable and well designed WORD reports can be generated by users from the EXCEL template;
  • Incorporate feedback from test version 1 and test version 2;
  • Finalize script for aggregate reports based on guidance forthcoming from UNDP;
  • Provide trouble shooting support as required.

Deliverables:

  • Revised 2012 APR/PIR template for UNDP feedback by 16 March 2012. Incorporate feedback received to prepare test version 2;
  • Test version 2 ready by 30 March 2012 for sending out to colleagues in the field. Incorporate feedback received to prepare final version;
  • Final 2011 APR/PIR ready by 20 April 2012.

Timeframe: 27 February – 20 April 2012

Provide troubleshooting technical support as needed:

Activity: Troubleshooting to address technical issues experienced by users in the field, and to support UNDP in the preparation of aggregate reports may be required.

Deliverables:

  • Rapid responses to users in the field to respond to technical issues in using the 2012 APR/PIR; acknowledgement of receipt of message regarding technical issue and estimate of timeframe to fix technical issue must be sent within 24 hours.
  • Rapid responses to UNDP to technical issues in preparing reports; acknowledgement of receipt of message regarding technical issue and estimate of timeframe to fix technical issue must be sent within 24 hours.

Timeframe: 20 April - 30 November 2012

Competencies

  • Excellent communication skills due to the regular communication taking place with end users;
  • Proactive, efficient, accurate and composed even in a fast-paced environment;
  • Excellent people skills and ability to communicate on a technical level as well as in layman terms.

Required Skills and Experience

  • Masters degree in environment and development field; and or
  • At least 10 years of professional experience in software development and systems analysis;
  • Outstanding research, analytical and data management skills;
  • Project management experience;
  • Must a have a keen understanding of business process design;
  • Strong practical experience and demonstrated proficiency in using EXCEL including experience in exporting data in EXCEL into WORD;
  • Experience with UNDP PIMS is an asset;
  • Knowledge of UNDP programming arrangements and administrative procedures preferred;
  • Excellent English language skills, especially with technical documentation;
  • Good working knowledge of another official UN language desirable.
