The U.S. Embassy in Beijing is seeking an individual for the position of Public Health Specialist with the Global AIDS Program (GAP) in the Centers for Disease Control and Prevention (CDC) office.

BASIC FUNCTION OF POSITION

The incumbent serves as the National Project Officer responsible for HIV/AIDS surveillance activities conducted by the U.S. Centers for Disease Control and Prevention (CDC) Global AIDS Program (GAP) in collaboration with the Ministry of Health (MOH), China CDC, non-government organizations (NGOs), universities, and other partners. S/he is responsible for the design, implementation, coordination, and evaluation of technical assistance activities leading to improvements in the collection and use of surveillance and epidemiological data for the prevention, care and treatment of HIV/AIDS. S/he will also support other activities funded through the President’s Emergency Plan for AIDS Relief (PEPFAR) by developing and managing systems to meet CDC/GAP-China reporting requirements.

REQUIRED QUALIFICATIONS

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.

Education:

  • Master’s degree (MPH, MS) host country equivalent in public health or epidemiology is required.

Experience:

  • Minimum 5 years of work experience in public health surveillance and program evaluation is required. One additional year experience at the managerial level with multiple staff is required.

Language:

  • Level 4 (Fluent) speaking/reading/writing in English is required.
  • Level 4 (Fluent) speaking/reading/writing in Mandarin Chinese is required.

Knowledge:

  • Comprehensive knowledge of the principles and practices of surveillance, epidemiology, biomedical research, and monitoring and evaluation, including basic statistical methods and procedures.
  • Must have advanced knowledge of China’s health system and the status of the country’s HIV/AIDS epidemic and response.

Abilities and skills:

  • Must have standard knowledge of the organization and quickly adapt to working culture of CDC/GAP in order to carry out the organization’s strategic mission in China.

SELECTION CRITERIA

When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

  • Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Current U.S. Citizen EFM employees who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • Current Not Ordinarily Resident (NOR) employees hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
  • Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.
