Consultant for the development of Liberia Social Protection Strategy and Policy

The Ministry of Planning and Economic Affairs in Liberia, in collaboration with UNICEF Liberia, wishes to engage the services of an International Social Protection Policy Consultant for the development of Liberia Social Protection Strategy and Policy. The post wibb be based in Monrovia with minimum travel to the field during consultation.

The post will report to the National Social Protection Coordinator

Duration: 21 days during a period from March 1 – May 31, 2012

Post Specification: In a senior technical role, you will work with a national consultant, to provide critical technical expertise to the Ministry of Planning and Economic affairs and the National Social Protection Steering Committee for the development of Liberia Social Protection Strategy and Policy. The consultancy will entail close multi-sectoral consultation with all Government, UN and civil society stakeholders in the social protection sector.

Purpose of the Consultancy: To design a social protection strategy and policy, with a national consultant, that will underpin Liberia’s multi-sectoral and coordinated response to poverty and vulnerability, thus contributing to the poverty reduction efforts under PRS II.

Qualifications of Successful Candidate •Advanced university degree, preferably PhD in Economics, or other relevant field in the social sciences. •Ten years of progressively responsible professional work experience in the development, implementation, management, research, analysis and evaluation of social protection programs, including social cash transfer programs in developing countries, some of which should, preferably be in sub-Saharan Africa •Experience in policy development, advocacy and social mobilization is also essential. •Fluency in English required. Knowledge of a national language of one or more counties of the Liberia is an asset

Remuneration: The consultancy fees will be paid as per UN standard rates for consultants commensurate with level of qualifications and experience. The Government of Liberia will directly fund related costs such as training, stationery, printing and travel
