BACKGROUND AND RESPONSIBILITIES:
Free and independent media play a key role in investigating and exposing corruption. As reporting on corruption can be very dangerous, journalists often become victims of threats, intimidation or use of physical force, and some have even lost their lives. This leads to self-censorship, in particular in cases in which the right of journalists to seek, receive and impart information on issues of public interest, including corruption, is not adequately protected. Silencing a journalist, does not only mean that his/her own rights are denied but that also the right of society to be informed is jeopardized. The objective of the initiative is to foster the implementation of UNCAC (United Nations Convention Against Corruption) as a framework for responsible and professional reporting on corruption through the development of a substantive tool on good practices for promoting fair and accountable reporting on corruption.

Under the guidance of UNODC/CEB (Corruption and Economic Crime) senior officers and in close coordination with relevant staff members, the consultant will conduct in-depth research to compile existing measures, practices, experiences and concrete cases and to provide an analysis of their compliance with the UNCAC provisions. This includes the preparation of a first draft compilation to be reviewed by an international group of experts and the preparation of the initial compilation of good practices, based on information gathered through the desk review and the international expert group meeting. This is to be achieved through (i) collection and analysis of existing measures, practices, experiences and concrete cases; (ii) identification, validation and compilation of good practices. The consultancy will include in particular the following activities:

a) Undertake a desk-based collection and substantive analysis of existing measures, practices, experiences and concrete cases and their compliance with the UNCAC provisions;
b) Contribute to the substantive preparation of and actively participate in the international expert group meeting in Vienna to discuss and agree on the content of the compilation of good practices and criteria for the validation, and to discuss dissemination modalities and possible follow-up activities;
c) Conduct further work on the first draft with a view to identify, validate and compile good practices, based on the desk review and outcome of the international expert group meeting;
d) Liaise with the experts who have participated in the international expert group meeting with a view to receive additional material, comments and feedback to further determine good practices;
e) Incorporate feedback to and suggestions made on the draft deriving from the international expert group meeting as well as from the follow-up discussions with a view to submitting a complete final report, including a table of contents, boxes, tables, illustrations, references and sources in a format ready for language editing, lay-out and potential printing by 30 November 2012.

QUALIFICATIONS:
Advanced university degree in Law, Journalism, Social Sciences or any other relevant field of study with specialisation in corruption-related issues. Minimum of 10 years of progressively responsible experience in the field of media. Fluency in English (written). Experience in research and analysis related to the fight against corruption highly desirable. Familiarity with the latest international anti-corruption frameworks and commitments. Familiarity with challenges posed by reporting on corruption.
