Position Specifications: The Metropolitan Washington Council of Governments (COG) is seeking a versatile candidate to help us in the Department of Environmental Programs’ Urban Watershed and Homeland Security section, performing work on behalf of local governments in the Washington metropolitan area (WMA). The Environmental Planner I/II position will provide professional level support for the projects and activities of the Anacostia Restoration Program and Watershed Management Services, as well as various contractual and grant-funded projects. This position, under the supervision of senior staff, will be responsible for general program, committee, workgroup and contractual services support functions, such as:

• Preparing written reports, newsletters, meeting agendas and minutes;

• Assisting with field surveys and stream assessment-related studies;

• Compiling, processing and analyzing environmental data, and creating GIS maps;

• Creating and maintaining agricultural sustainability-related databases and web sites;

• Natural resources monitoring, tracking and inventorying;

• Implementing citizen-based, Small Habitat Improvement Program (SHIP) projects;

• Coordinating with local, state and federal government agencies to obtain technical data; and

• Assisting with the preparation of grant proposals.

Required Knowledge, Skills and Abilities: The position requires excellent writing, research and verbal communication skills. A good working knowledge of the Microsoft Office Suite (e.g. Word, Excel Power Point and Access) and working knowledge of desktop publishing applications (i.e., FrontPage, Indesign, etc.) is essential. Applicants are also expected to have intermediate level knowledge of ArcGIS and associated geographic concepts (i.e., datums and projections, and cartography) and a basic understanding of georelational data. In addition, applicants are expected to be proficient with current web development applications (i.e., Adobe Dreamweaver, etc). The position also requires the ability to perform field work under a variety of environmental conditions. Initiative, responsibility, accuracy, good professional judgment and people skills and the ability to work in a team setting are necessary for effectively performing these duties.

Minimum Qualifications: Master’s degree in a natural or environmental science-related field, and experience and/or training which provides the requisite knowledge, skills and abilities is required. At least one year of environmental work-related experience is also required.
