The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. International IDEA acts as a catalyst for democracy building by providing knowledge resources, policy proposals and supporting democratic reforms in response to specific national requests. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building.

International IDEA’s notable areas of expertise are: electoral processes, political parties, constitution-building processes, democracy and gender and democracy assessments. International IDEA works worldwide. It is based in Stockholm, Sweden, and has offices in Brussels, New York, Latin America, Africa and Asia.

Senior Programme Officer Political Parties, Africa Programme

Main functions of the post:

To plan, design and implement political party projects in line with International IDEA’s political participation and representation strategy 2010-2014 and the institutional Strategy 2012-2017;
To engage in the development of comparative knowledge, policy advocacy, technical assistance and interparty dialogue as a way to create the political will for democratic reform;
To establish and deepen national and international partnerships in the political parties field.


Context:

International IDEA is establishing the Senior Programme Officer – Political Participation and Representation as a new post in the Africa programme. This follows an institutional decision to expand its focus on political parties in its new strategy period 2012-2017. IDEA’s political participation and representation strategy 2010-2014 is guiding in the institute’s work on political parties throughout its regional and thematic teams. It builds on an external evaluation in 2009 and sets the principle objectives in this area. International IDEA engages in various regional and global partnerships with like-minded organisations working in the area of political parties.

Duties and Responsibilities:

Under the immediate supervision of the Director of International IDEA’s Africa programme, the incumbent performs the following duties:

Responsible for the development, planning and implementation of political party projects in International IDEA’s Africa programme (develops comparative knowledge, engages in policy advocacy and technical assistance to political actors, establishes mechanisms that allow for interparty cooperation);
Designs and develops new cutting edge projects which position International IDEA as a leading authority in the field of political parties;
Engages in and furthers interparty dialogue at country and regional level in order to help create the political will for democratic reform;
Engages with domestic actors across the political spectrum to improve the political cycle of accountability
Coordinates and fosters International IDEA’s partnerships and networks in the political parties field;
Manages the allocation and effective use of funds allocated to political parties in the Africa Programme;
Supports the deepening and development of the PPR strategy 2010-2014;
Implements International IDEA’s institutional strategy 2012-2017, especially in the area of political parties;
To actively liaise and coordinate with other teams in International IDEA that engage with political parties, in order to further a coherent institution-wide thematic approach.
Actively integrates the inclusion of a gender perspective in all programming activities;
Carries out other duties as assigned by the Africa Director or any person designated by him/her.
Qualifications and skills

Level and type of formal education:

University degree (preferably at post graduate level) in Political Science, Law, Human Rights, Development or equivalent.
Professional experience:

Minimum of ten (10) years experience working within the field of democracy support related to political party support in various positions (managerial, analytical, field work, project management, capacity-building, dialogue strengthening);
Relevant field experience in Africa in the area of political parties;
Relevant practical experience in a political party or parliamentary working environment is essential;
Relevant experience from an international and/or regional organization in the work of democracy assistance would be an asset;
Knowledge in the field of development co-operation. Excellent understanding of various donor policies, programming procedures, project cycle management etc.
Functional competencies:

Good level of political sensitivity, personal initiative and creativity;
Possess knowledge of major international trends and development in the field of political party support;
Ability to relate to and influence politicians, senior policy makers, Member States’ representatives etc;
Ability to build and enthuse partnerships and to foster extensive networks at the level of political parties and parliaments;
Excellent analytical, drafting and problem solving skills;
Good organisational skills and efficiency-driven perspective;
Strong dialogue-building capacities;
Excellent negotiation, advocacy and communication skills, including public speaking, with the ability to engage and inspire a wide range of audiences;
Good sense of initiative, ability to set priorities and work under pressure with accuracy and dedication;
Proven ability to conceptualize, innovate, plan and execute ideas and to transfer knowledge and skills;
Ability to work both independently, with minimum supervision and in teams;
Ability to coordinate and collaborate closely with different regional and thematic teams within a complex organizational structure;
Ability to liaise and cooperate closely with like-minded partner organizations;
Excellent interpersonal skills;
Ability to operate effectively in a multi-cultural environment and be Gender-sensitive.
Work relationships:

Ability to appreciate diversity and work as part of a team in such an environment;
Ongoing collaborative contact with International IDEA offices (sub regional, regional and HQ);
Extensive international network of professional contacts relating to International IDEA’s work on political parties.
Liaises with partners and donors and coordinates fundraising proposals, budgets and contracts.
Impact of work:

The work has a direct impact on the implementation of International IDEA’s key impact areas at headquarters, and in regional and country offices, as well as with International IDEA’s strategic partners and existing or potential member states;
Errors or failure to perform may seriously compromise the capacity of International IDEA to accomplish the goals specified in the work plan.
Difficulty of work:

The incumbent is expected to show a high level of professionalism, personal initiative and creativity. S/he will also be expected to possess and continuously update her/his knowledge of major international trends and development in the field of political parties, as well as elections, democracy and governance. S/he should be able to work under tight deadlines and to cope with situations of stress and in addition should be willing to travel on official missions. Complex and intellectually demanding work.
Language skills:

English: Fluent written and oral
Other: Any other widely spoken language in an International IDEA priority region would also be an asset.
Computer skills:

Excellent knowledge of Microsoft Office, databases, internet and web search tools.
