Pacific Programme Coordinator Transparency International (TI)

Transparency International (TI) is the civil society organisation leading the global fight against corruption. TI currently has more than 90 National Chapters around the world. Its International Secretariat is based in Berlin, Germany. There are six National Chapters in the Pacific, including in Australia, Fiji, New Zealand, Papua New Guinea, Solomon Islands and Vanuatu. TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Asia Pacific Department is one of four regional departments at the TI Secretariat, and is recruiting a motivated professional to support the implementation of capacity development programmes in the Pacific in close coordination with the Senior Regional Coordinator based in the region:

Pacific Institutional and Network Strengthening Programme (PINSP)

The Pacific Institutional and Network Strengthening Programme funded by the New Zealand Ministry of Foreign Affairs and Trade provide core funding for Pacific NCs (Papua New Guinea, Vanuatu, Fiji and the Solomon Islands). Furthermore the programme provides capacity development support on HR management, M&E and strategic planning. The programme also contains contestable funds for research, staff development, project design and start up.

Advocacy and Legal Advice Centres (ALACs)

TI Advocacy and Legal Advice Centres provide free and confidential legal advice to witnesses and victims of corruption. ALACs also play a critical role identifying corruption hotspots that demand reform or official action. Harnessing the powerful, real life data gathered by ALACs on the consequences and mechanisms of corruption, TI National Chapters engage in strategic advocacy to bring about systemic change in public policy and practice. ALACs are currently operating in Fiji, Papua New Guinea, Solomon Islands and Vanuatu.

Title: Pacific Programme Coordinator

Main function: Responsible for the work flow, financial and administrative coordination of Pacific capacity development programmes including the ALACs and the PINSP;

In close coordination with the Senior Regional Coordinator based in the Pacific, ensure that agreed goals, best practice standards, donor obligations and TI regulations are met, and that systems, procedures and approaches in places are service-oriented and user-friendly.

Project management and administration

  • In close coordination with the Senior Regional Coordinator based in the Pacific, ensure smooth administrative functioning of capacity development programmes in the Pacific
  • Execute project activities related to donor contractual obligations (financial management, fund transfer requests, procurement regulations, financial reports, etc.) in a professional, transparent and timely manner.
  • Coordinate and monitor the implementation of project specific work-plans, budgets, reporting cycles and information systems across TI-S.
  • Provide required support in the development of funding applications and negotiation of contracts.
  • Implement financial administration and prepare donor reporting of capacity development programmes in the Pacific
  • Provide support in organising regional events
  • Provide support to the Senior Regional Coordinator based in the Pacific as required by the capacity development programmes in the region

Data Coordination and Analysis

  • Monitor the feeding of data into the ALAC database and provide feedback to the National Chapters
  • Support the collation of information for ALAC monitoring and evaluation

Contribution to Transparency International’s overall objectives

  • Other tasks as assigned by the Asia Pacific Programme Manager and/or Regional Director

Knowledge, experience and skills:

  • Undergraduate university degree or professional qualification in business administration, management, finance, social science, public administration, economics, or another relevant Programme issue.
  • 2/3 + years of project management experience with an International NGO or International Organisation, or Multinational Organisation
  • Demonstrated project coordination and monitoring skills
  • Demonstrated budget management skills
  • Strong organisational and administrative skills
  • Previous experience of Monitoring and evaluation an advantage
  • Knowledge of organisational capacity development an advantage
  • Excellent writing and communication skills
  • Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption
  • Knowledge (political, socio-economical, cultural) and experience of the Pacific region an advantage
  • Fluency in English
  • Highly developed team work and intercultural communication skills

TI Secretariat reserves the right to appoint to another staff level subject to education and qualifications.
