Senior Manager, Head of IT Technical Systems - Maersk Oil, Doha, Qatar

Maersk Oil is the leading oil producer offshore Qatar and a recognized pioneer in oil development and production techniques. On the basis of an Exploration and Production Sharing Agreement (EPSA) signed in 1992 with Qatar Petroleum, Maersk Oil is the sole operator of the Al Shaheen Field and presently engaged in one of the largest oil projects in the world with capital investments of approx. 6 billion USD comprising the drilling of more than 160 additional production and water injection wells.

Role Purpose:

To organize, monitor and control all aspects related to the design, development and implementation of new organizational and business-specific technical applications as well as maintenance, support and administration of existing services, in accordance with Maersk Oil Qatar quality standards and installation guidelines, in order to maintain continuity of services with minimal loss of operational time.

Key Accountabilities

  1. Technical Systems Management

Management

  • Supervise integration of new applications and services to ensure that requested programs are installed and functioning as per specifications.
  • Monitor documentation and compliance of processes and protocols for applications development, support and integration.
  • Establish SLAs with business functions and use them to monitor performance of the team.
  • Facilitate provision of services on common platforms (Terminal Servers / Citrix).
  • Emphasize system integrity, controls on data and access, expiration dates, patch & version management.
  • Plan post-implementation reviews on a continual basis for all new and existing systems to ensure optimum service delivery to respective client departments.
  • Prepare and review operational reports and/or project progress reports to determine system success and failures.

Support

  • Ensure active support in terms of provision and maintenance of all application systems to avoid operational downtime.
  • Approve schedules of procedures and maintenance tasks as required, to maintain programs and related equipment in prescribed condition.
  • Act as an interface swith back-end systems for troubleshooting and other application related issues.
  • Support contingency process such as backup/restoration, disaster recovery, reconfiguration or redeployment of applications.
  • Ensure cohesion in back-to-back support methodology within team.
  • Provide technical guidance and support for the development and/or troubleshooting of systems.

Optimizations

  • Monitor requests for amendments and enhancements to ensure proper authorization, change management, and implementation in accordance with company standards.
  • Prioritize critical requests in alignment with business requirements.
  • Increase program operating efficiency by adapting to new requirements and technologies, as necessary.
  • Ensure optimization of all technical systems by facilitating the introduction of new software, including testing prior to production release and installation.

Projects

  • Actively support in determining the level of IT support required to meet the future activities/projects of MOQ departments in coordination with Senior Management.
  • Provide advice and support to Senior Management on future project costs, design concepts, and/or design changes.
  • Supervise preparation of feasibility studies for new application and service requests and devise possible solutions to predicted problems and evaluate other options, recommend changes in procedures or equipment as necessary.
  • Generate analysis report for new systems, solutions and strategies and assess the resultant impact on existing systems.
  • Participate in creating detailed program specifications through discussion with internal clients and defining design flow and structure for requested applications.
  • Allocate necessary resources required for the development and integration of a newly requested application.
  • Collaborate with other IT teams within Maersk Oil for new service provision.

  1. Vendor Management

  • Liaise with vendors delivering products / services suitable to the Oil & Gas Industry environment.
  • Establish SLAs with IT vendors and contractors and ensure compliance from all involved.
  • Ensure rapid resolution of faults and effective maintenance of system applications in coordination with IT vendors and contractors.
  • Control, review and negotiate contracts and agreements.

  1. People Management

· Actively engage and motivate direct reports to maximize overall efficiency and effectiveness of the team.

· Assist in establishing a performance management culture through clear objective setting, continuous constructive feedback and active development plans.

· Allocate workload and delegate responsibility based on expertise and resource availability within the team and estimate future staffing requirements.

· Manage direct reports’ leaves and other benefits, in line with the company’s established HR policy.

· Manage relationships with global and local stakeholders: client departments, support departments and vendors.

· Ensure cost awareness and minimize Maersk Oil Qatar’s expenditure as much as possible.

· Supervise the team’s day-to-day operations closely.

JOB SPECIFICATIONS

Knowledge / Technical Skills

· Broad knowledge of IT&T technology

· Thorough knowledge of IT application life cycle & service delivery governance

· Advanced knowledge of design and development of applications

· Working knowledge of PED applications (Schlumberger Petrel / Eclipse / Techlog / OFM) is desirable

· Working knowledge of Drilling applications (EDM / EDT / OpenWells) is desirable

· Project Management skills are preferred.

· Team management skills are essential.

· Good communicative skills (verbal and written English) is essential

Education /Certifications

· Bachelor’s degree in Computer Science or Engineering degree is essential

· COBIT Foundation certification preferred

· ITIL Foundation certification preferred

Experience

· A minimum of 6 years in a similar role inclusive of at least 2 years of managerial experience

· Experience of a multicultural and fast-paced environment
