UNDP , National Project Officer (NPO) on Drug Dependence Treatment

This position is located within UNODC Regional Office for West and Central Africa (ROSEN). Under the overall guidance of UNODC Regional Representative and under the direct supervision of the Head of the Drug Prevention and Health Section, the National Project Officer (NPO) will be tasked with implementing drug dependence treatment activities in Togo within the framework of UNDOC related project

Duties and Responsibilities

The incumbent will perform the following tasks: Design, implement, monitor and evaluate all activities in the area of drug dependence treatment within the framework of UNODC project “Assistance to the implementation of the National Integrated Programme of Togo against Illicit Drug Trafficking and Organized Crime” Provide technical guidance to the national counterparts and support them in the effective implementation of the activities, in particular in the establishment of a National Coordination/Working Group on Treatment, capacity-building workshops on drug dependence management, treatment policy/protocol development, quality treatment services availability, refurbishment of treatment and social reintegration facilities, training material development/adaptation, field missions, and treatment data monitoring related to this project Closely collaborate with the relevant Sections and Branches at UNODC Regional Office and at Headquarters Liaise with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved in drug demand reduction and drug dependence treatment in Togo Establish and take part to the project coordination and monitoring mechanisms, in close partnership with the national and international counterparts Provide input to all project progress reports, including financial reports, and keep track of financial disbursements in the area of drug dependence treatment against agreed workplans. Contribute to and participate in meetings and national events related to the International Day against Drugs and World AIDS Day, in collaboration with ROSEN. Ensure access to activity and financial reports from the national counterparts and main partners of the project in order to monitor progress. Establish links with relevant UNODC projects on drug demand reduction and HIV/AIDS prevention among (injecting) drug users, as well as with relevant external partners in those areas, including civil society organizations and non-UN organizations. Perform other tasks and assignments as may be directed by the Regional Representative or the Head of the Drug Prevention and Health Section.

Required Skills and Experience

Education: An advanced university degree (Master’s degree or equivalent) in public health or relevant related field in combination with qualifying experience may be accepted in lieu of the Medical Doctor or Psychologist degree. Work Experience: Medical Doctor or Psychologist specialized in mental health and addictions. Possess a minimum of ten (10) years of progressively responsible experience in a drug dependence treatment and rehabilitation services or programmes in a recognized hospital and/or governmental institutions (Ministry of Health, Ministry of Interior), with effective practice in addiction management. Previous experience in project management is required. Previous work experience in or collaboration with UN environment would be an asset. Experience and knowledge of the West African context and of the Togolese context would be an advantage. Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written French is required. Excellent working knowledge of English is also required. Knowledge of local language(s) would be an asset. Other skills: Full proficiency in computer skills and use of relevant media software and other applications.
