Vice President-Technical Leadership, Innovation & Program Policy

JOB SUMMARY:

The Vice President, Technical Leadership, Innovation & Program Policy, is responsible for the strategic direction for programs and research initiatives. The Vice President leads the development, articulation, and implementation of a comprehensive scientific and technical program strategy for advancing EngenderHealth’s mission at the global, country, and local levels including the implementation of the organization’s technical innovation, thought leadership, and research agenda. The Vice President partners with the President/CEO in serving as a spokesperson and representative of the organization on technical and program policy issues. As a member of the Senior Leadership Team, the Vice President works to ensure organizational support for effective program strategy and technical excellence.

Scientific and Technical Leadership

  • Lead the development of a technical policy, research and program innovation agenda to advance EngenderHealth’s leadership in global sexual and reproductive health and rights.
  • Develop and guide an effective knowledge management program that supports and facilitates the collection and dissemination and use of knowledge to field programs, the national and international public health and sexual and reproductive health communities.
  • In partnership with the VP Program Management and VP External Affairs, contribute to the development of domestic and international public policy and advocacy strategies to advance EngenderHealth’s ability to expand effective program implementation.
  • Direct the development and dissemination of technical publications that document EngenderHealth’s experience and provide technical, programmatic, and policy guidance to the global health community
  • Lead and coordinate representation and advancement of EngenderHealth in key scientific and technical communities and forums
  • Provide all global and country program teams with timely high quality technical guidance.
  • Serve as liaison to the Programs Committee of the Board of Directors.

Program Strategy Leadership

  • In partnership with VP Program Management, provide guidance for implementation of technical policies and strategies into program practice.
  • Lead the ongoing refinement and articulation of the scientific and technical program policies and strategies for advancing EngenderHealth’s mission at the global, country, and local levels.
  • Communicate technical policies and strategies across all levels and functions of the organization.

Monitoring and Evaluation

  • Oversee the development of program and technical metrics required to foster a “culture of evidence” and provide data to support policy and strategy direction.
  • Lead the development of an organization-wide monitoring and evaluation strategy and structure to meet reporting requirements and document program results and impact.
  • In partnership with the VP Program Management and VP External Affairs, develop evaluation tools to guide effective program implementation and communication of results to internal and external audiences.

Supervision and Management

  • As a member of the Senior Leadership Team, contribute to effective organizational management at all levels, stewarding donor resources, fostering accountability, integration and partnership across the organization.
  • Attract, develop, supervise and support the performance of a team of highly-qualified professionals at the headquarters, global, and country levels to successfully execute EngenderHealth’s technical policy and innovation, knowledge management, monitoring and evaluation, and research functions and ensure quality of EngenderHealth’s technical programming at all levels of the organization.
  • Partner with the VP External Affairs to enhance and improve resource mobilization by defining an innovative and proactive strategy reflecting EngenderHealth’s technical leadership.
  • Work cross-functionally to develop systems that ensure consistent, high-quality technical program and research management.

QUALIFICATIONS

  • M.D. or PH.D in a relevant field
  • Extensive practical experience implementing public health initiatives in a global context.
  • A well-recognized, respected and published authority in the field of sexual and reproductive health and rights and demonstrated capacity to direct and advance a scientific, technical, and program innovations agenda.
  • Well established networks and relationships in professional communities that can be leveraged to support the achievement of EngenderHealth’s mission.
  • Developing country experience and ability to demonstrate cross-cultural sensitivity and an understanding of local health systems, challenges and opportunities
  • Proven leader with minimum10 years’ experience in senior leadership positions and specific experience leading highly - experienced, senior level technical specialists.
  • Unwavering commitment to proactive thought leadership, program quality, and excellence in program execution and management.
  • Strong public/external communications and representation skills.

The successful incumbent could be located in New York or Washington DC
