Project/Proposal Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: The Gender Expert will be part of a four-person IMEC team to conduct a gender analysis of the prospects for promoting stabilization in Karachi, Northern Sindh and Southern Punjab (KNSSP). Faced with the challenge of instability, USAID is considering a concept paper which outlines the parameters of a modest effort to expand US Government stabilization efforts beyond the Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa (KP). The objectives of the 3-5 year Pakistan Expanded Regional Stabilization Initiative (PERSI) are to promote security and stability, counter violent extremism (CVE), and help build a foundation for longer-term economic, political and social development.

The purpose of this analysis is to produce a set of recommendations for integrating gender into USAID/Pakistan plans for stabilization programs in KNSSP in the near-future. Incorporation of these recommendations will help USAID/Pakistan to achieve positive development-oriented results in the targeted areas through programs for women and men that are relevant, accessible and equitable. Reporting to the Evaluation Team Leader, the Gender Expert (NS) will be contracted for up to 27 work days.

Responsibilities: • Participate in the team planning meeting; • Review, analyze, and evaluate secondary data sources; • Set up and conduct meetings with local stakeholders, implementing partners, and government officials at the provincial and district levels of Northern Sindh and Southern Punjab; • Make field visits to Karachi and selected districts in one of the two provinces; • Conduct key informant interviews with key decision makers and researchers in Islamabad and the provincial capitals, and key government officials and civil society members in district headquarters; • Conduct focus group discussions with potential beneficiaries of future stabilization programs which would include ordinary citizens in urban and rural areas; • Analyze qualitative and quantitative data; • Make recommendations for integrating gender into future stabilization programs in KNSSP; • Assist in writing an analysis report (draft and final).

Qualifications: • At least 10 years’ experience in the development sector. • Demonstrated experience in gender mainstreaming in at least one of the two provinces.
• Working knowledge of Urdu and either Punjabi or Sindhi. • Previous experience in conflict affected states/regions is preferred.
