Senior Consultant at Deloitte works within an engagement team and is responsible for identifying business requirements, requirements management, functional design, prototyping, process design (including scenario design, flow mapping), testing, training, defining support procedures and supporting implementations. Health Plans

Health Plans face a number of unique environmental pressures that affect the way they will conduct business today and in the future - among them a need for increased privacy and security, an intense focus on risk management, access to capital, efforts to consolidate and streamline IT functions, the launch of new consumer-driven business models, managing chronic diseases through medical management practices, maximizing e-business-driven platforms, implementing health plan-specific customer relationship management tools and complying with increasing financial and transactional legislation. Our healthcare professionals can help clients address these and other challenges in today's complex health care environment.

Government Programs


We are seeking candidates who have consulting experience as it relates to Medicaid, State eligibility and/or Private Health Plans Operations.Knowledge of existing Federal and state-level initiatives for health insurance exchange, and strategies to link these efforts together into a true national network of network experience with regulatory compliance, familiarity with PPACA provisions, knowledge of State based health systems including Eligibility System and/or Medicaid Management Information System & Core Administer Delivery / Program Management. we are seeking candidates with consulting experience involving cost containment, process improvement, provider contracting, project management and Health Care Reform.

Product Development


We are seeking candidates with consulting experience within health plans including service-oriented architecture and emerging Internet technologies for messaging, collaboration, knowledge management and distributed computing, including relevant technical benefits and risks, best practices for SOA design and evolution, and SOA implementation experience.


Senior Consultants in the Systems Integration-State Government practice are required to have:
  • 4 years of relevant consulting or industry experience
  • At least 2 years of experience leading teams
  • A minimum of 2 full life cycle implementations
  • A willingness to travel 80 - 100% of the time
  • Experience with Medicaid, State eligibility and/or Private Health Plans Operations
In addition, successful Senior Consultants will have the following preferred background:
  • Ability to work independently and manage multiple task assignments
  • Strong oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint)
  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment
  • Eagerness to mentor junior staff
  • A Bachelor's Degree
  • An advanced degree -Master's of Public Policy or Public Administration
  • Supports the planning processes for states to:
    • Perform IT assessments
    • Identify governance and operating models
    • Perform process and staff assessments
    • Evaluate the current business and technical environment in the state
    • Determine services for the statewide health insurance exchange
    • Review and interpret federal guidance on health insurance exchanges
  • Supports the implementation of health insurance exchanges from project start-up, design, development, testing, and implementation


General experience
  • Experience in private (health plan) and public sector health care desired
  • Familiarity with PPACA federal legislation and OCIIO/CMS guidance
  • Proven record of integrating multiple data collection, operation and billing platforms.
  • Knowledge of health insurance exchange implementations


Federal and state government experience


o Knowledge of existing Federal and state-level initiatives for health insurance exchange, and strategies to link these efforts together into a true national network of networks


o Experience with regulatory compliance


o Familiarity with PPACA provisions


o Knowledge of State based health systems including Eligibility System and/or Medicaid Management Information System
In addition, successful Senior Consultants will have the following preferred background:
