Background / General description:
IFC, a member of the World Bank Group, is the largest global development institution focused exclusively on the private sector. We help developing countries achieve sustainable growth by financing investment, mobilizing capital in international financial markets, and providing advisory services to businesses and governments.

IFC’s Public-Private Partnership Transaction Advisory Department (C3P) provides advisory assistance to governments to structure and implement public-private partnerships (PPP) transactions, primarily for public services. Its aim is to increase access to basic infrastructure services (electricity, water, transportation and telecommunications) and social services (health and education) and facilitate private investments. 

C3P seeks an experienced Communications Officer/Senior Communications Officer to design and implement the communications strategy of C3P; help promote C3P’s high impact and innovative projects with internal and external stakeholders; and provide strategic advice on sensitive or controversial projects.

The Communications Officer/Senior Communications will work across the C3P Department, with HQ and the six Regional offices, taking the lead in the Department’s external and internal strategic communications. S/he will work closely with the Department’s management team as well as her/his counterparts across the global communications practice group to design and implement strategic communications program to support the delivery of C3P business objectives. S/he will report to C3P’s Manager based in HQ and will have a co-reporting line to the Head of Communications of the Advisory Services Vice-Presidency. S/he will also be a member of the global communications practice group.
Duties and Accountabilities:
The Communications Officer/Senior Communications Officer will oversee the strategic communications function for C3P. S/he will leverage C3P’s communications resources and corporate-wide communications network as well as C3P strategy and knowledge management functions to:

• Position C3P to a wide range of internal and external stakeholders along C3P’s main business, and along IFC’s strategic corporate themes (e.g. food security, climate change, health and education, etc.) including IFC Development Goals. 

• Facilitate building and leveraging strategic partnerships with key internal and external stakeholders to inform C3P’s work as well as leverage partners' resources and to manage reputational risks on a proactive basis.

• Provide guidance on managing reputational risks around projects and initiatives.

• Advise and support global and regional teams in developing compelling messages to articulate sector strategies to IFC management, the Board, and external stakeholders. 

• Develop and implement marketing strategies to position C3P’s expertise and to support business development. 

• Advise C3P Management Team on effective internal communications with staff to strengthen staff understanding and implementation of business strategies and objectives. 

• Facilitate improved internal communication and sharing of expertise among staff.
Selection Criteria:
• Master’s degree plus a minimum of 8-12 years work experience in journalism and, or, strategic communications with a corporation, consultancy, or public relations agency. 

• Excellent interpersonal and teamwork skills, with demonstrated ability to lead and work in

• multidisciplinary teams. 

• Ability to work effectively with internal/external partners in a multicultural environment.

• Excellent written, oral communication and presentation skills. 

• Flexibility, responsiveness and ability to manage multiple activities to tight deadlines. 

• Excellent people management skills and openness to feedback, new ideas, and ability to guide team members to find solutions to problems.

English [Essential]; Spanish, French or other languages is a plus
