Seeking Senior Evaluation Specialist to Serve as Oversight for Three Economic Development and Rule of Law Based Impact Evaluations

International Business & Technical Consultants, Inc. (IBTCI), a U.S.-based consulting firm, is preparing a proposal to conduct impact evaluations of three USAID/Macedonia Projects: Youth Employability Skills, Civil Society Project, and Small Business Expansion Project. These projects cover a wide berth of sectors and are working to develop progressive responses in the workforce, job development, youth vocational education, business development, and civil society engagement in Macedonia. We are seeking a Senior Evaluation Expert who will serve as the lead liaison between IBTCI and USAID throughout the implementation of these impact evaluations. Additionally, the specialist will provide expert input and guidance throughout all phases of this project. These evaluations are expected start in February/March 2013 through September 2015. While experience in Macedonia is preferred, qualified individuals with relevant experience elsewhere in Eastern Europe are also invited to submit applications.
Specific requirements include: • Graduate degree in a social science discipline; • At least five years of experience managing development programs and/or evaluations; • Expertise in the design and/or implementation of impact evaluations, i.e., experimental or quasi-experimental evaluations; • Should have experience in the design and analysis of public opinion surveys in Macedonia or in similar developing country contexts.
