Team Leader, DFID Humanitarian Innovation and Evidence Strategy (HIES) Evaluation


Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide a full range of innovative program and impact evaluations, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
SI is requesting a Senior-Level Team Leader to lead an independent evaluation team to assess the delivery of the HIE Strategy, to ascertain to what extent the Department has fulfilled the Government’s commitment to Humanitarian Emergency Response, and the outcomes and impact of the strategy more broadly. This individual must have knowledge and experience evaluating regional trade and integration programmes, and must also have the following qualifications:
Minimum Qualifications:
• A Master’s Degree in social sciences, statistics, economics or related fields; • At least ten years of experience leading multi-disciplinary evaluation teams and multi-country studies (Must include direct experience working with DFID);
• Demonstrated technical competency and experience in evaluation, organizational institutional management;
• Demonstrated expertise and technical competency in humanitarian aid and humanitarian architecture.
Additional Qualifications:
• Experience with the evaluation methods and practices of DFID/OECD DAC highly preferred.
• Strong and proven experience in evaluation methods and techniques of development interventions (qualitative and quantitative).
• Strong interpersonal skills and excellent analytical and writing skills.
• Expertise/fluency in Gender and Capacity Building as they relate to humanitarian issues highly desirable.
