INTERPOL is now looking for one qualified candidate as Administrative Assistant within its Regional Bureau in YaoundĂ©.

The post holder will provide administrative services to the Regional Bureau (RB) mainly in the areas of finance, general services and human resources. The post holder will functionally report to the various aforementioned areas at IPSG Lyon but also to the Director as he/she will be supporting the overall RB mission.
Under the supervision of the Head of the RB and in cooperation with the Finance, Human Resources and General Services Sub-Directorates in Lyon, the incumbent will assist with any tasks requested and ensure that documentation and decisions from the Executive Director, Director or representative, and the Director of Administration are implemented accordingly by the staff at the RB.
In addition, the incumbent will handle daily routine matters as they concern the work of the RB in its program and project areas, in the areas of finance, general services and human resources.

1.  PRIMARY DUTIES
1. Provide support to the Head of the RB and to other staff at the General Secretariat on budget and financial issues:
  • Ensure that the accounting and finance in the RB are consistent with the Organization’s financial regulation and practices;
  • Monitor the RB budget;
  • Prepare regular reports on cost-management;
  • Liaise with third parties (e.g. banks, tax authorities, suppliers, etc.);
  • Perform regular operations on the financial assets of the Organization;
  • Manage the RB bank accounts and petty-cash;
  • Maintain the RB financial files;
  • Arrange payments to service providers.
2. Provide advice to staff at the RB and provide support to staff at the General Secretariat on human resources matters for the RB:
  • Provide welcome briefings to new staff at the RB;
  • Provide general advice on human resources matters to staff at the RB;
  • Follow-up and monitor deadlines for HR-related documentation (Performance Assessments Reports, Contract Follow-Up and similar/related documentation) to ensure that deadlines are met;
  • Assist with finding accommodation, provide up-to-date information on schools and other local services;
  • Under the responsibility of the Head of the RB, update and manage the Personnel Files for staff at the RB;
  • Manage absences of staff at the RB;
  • Provide support to the Head of the RB in managing the Performance Assessments Reports (PAR).
3. Provide support to the Head of the RB and to other staff at the General Secretariat on general services issues:
  • Provide day-to-day support on general services issues and contact local service providers in connection to infrastructure maintenance;
  • Investigate, identify and pre-qualify new potential suppliers and contribute to the maintenance of a complete and workable database of suppliers;
  • Manage the inventory (e.g. office supplies, stationary, physical inventory);
  • Manage procurement contracts throughout their life-cycle;
  • Responsible for the administration of the Organization’s vehicles.
4. Perform other duties as required.

 2.  REQUIREMENTS
All candidates will be assessed on the under mentioned requirements.
2.1 - Training/Education required
  • Bilingual secretarial university qualification of at least two years.
2.2 - Languages
  • Fluency in English is required
2.3 - Experience required
  • A minimum of 5 years of progressively responsible experience, preferably in the fields of administration, finance, human resources, or related area;
2.4 - Specific skills required
  • Strong communication skills, both in written and oral form.
  • Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software.
  • Ability to write in a clear and concise manner;
  • Ability to synthesize;
  • Effective organizational skills and ability to handle a large volume of work in an efficient and timely manner.
2.5 - Special aptitudes required
  • Personal and professional maturity;
  • Ability to maintain objectivity and apply logical reasoning;
  • Ability to work in teams as well as individually;
  • Ability to work under pressure;

In addition to the requirements, the following assets would be beneficial.
  • Additional administrative/secretarial training;
  • Additional qualification in the fields of finance, human resources or procurement;
  • Proficiency in a second official working language of the Organization (Arabic, French or Spanish);
  • Prior experience in an international organization.

3.  WORKING CONDITIONS 
  • Remuneration for appointment on contract: The starting salary for 7 is EUR 2386 € per month for a step 1.

  • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
  • The incumbent will also be required to work occasional overtime based upon workload.

* The Organization plans to establish a Global Complex in Singapore by fall 2014.   Although no decisions have been made at this time as to which posts will be transferred to Singapore, acceptance of the post implies acceptance of a transfer to Singapore.
** This position is implemented in the framework of a temporary replacement and is offered for an initial duration of one year. Any subsequent extensions will be subject to the availability of funds and to the extension of the absence of the person being replaced.
