Head of Human Resources Unit , International Organization for Migration (IOM)

International Organization for Migration (IOM) Indonesia is looking for a Head of Human Resources Unit according to the terms of reference below:

I. POSITION INFORMATION
Position title : Head of Human Resources Unit
Position grade : NO-A (Base salary : IDR 25,026,333 per month)
Duty station : Jakarta
Type of Contract : Special All Inclusive Contract for 6 (six) months with the possibility of extension. The tenure of contract of internal candidate holding a Fixed Term/Regular contract will remain unchanged

II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall supervision of the Chief of Mission and direct supervision of the Senior Resource Management Officer and in coordination with relevant Human Resources Management (HRM) units at Headquarters (HQ), Manila and Panama, the successful candidate will be responsible and accountable for coordinating the Human Resource functions of the Mission and its sub-offices.

III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Oversee and manage the HR Unit Staffs, providing effective leadership and guidance to IOM personnel involved in all aspects of daily HR operations and management, including distribute, coordinate or consolidate work performed by other HR staffs as well as evaluate their work performance. Train the human resources department staffs at the duty station and Admin/Finance Assistant sub-offices as needed.

2. Advise the Senior Resources Management Officer on interpreting and applying IOM’s Human Resources policies, rules and regulations, as well as standards and related processes taking into account of the Mission’s activities and are in accordance with these practices and in compliance with HR internal management policies.

3. Provide support to Mission management in fulfilling the appropriate staff vacancy needs. Advise the Project Managers on staffing and other personnel issues. 

4. Propose appropriate and effective administrative instructions to the management considering mission's need. Establish processes and procedures related to administration of national staff entitlements.

5. Coordinate with HQs and the Finance Section on the delivery of benefits/entitlements to international staff in the field. 

6. Supervise the preparation of monthly payroll for national staff/non staff and National/International Consultants/Interns and ensure accuracy. Assume the responsibility of payroll Posting and work in close coordination with the other members in order to validate and verify the payroll simulation before the monthly pay run and posting of national staff payroll in SAP system for HR. 

7. Supervise the correct use of the different PRISM-HR functionalities by the administrative/HR staff at the Mission.

8. Supervise maintenance of personnel files/database and ensure that attendance records of all national staff of the Mission are maintained. 

9. Assist in the planning and organizing of the staff development and training for the Mission in close collaboration with HRM/Staff Development and Learning (SDL), including the establishment of staff development and training priorities and plans. Facilitate the maintenance and upkeep of mission HR/ Training database.

10. Ensure timely and coordinate the implementation of the Mission’s Staff Evaluation System (SES).

11. Assist the HR-related reporting requirements of IOM Indonesia, as required.

12. Liaise with and maintain good working relationship with IOM partners as well as with other IOM Missions as necessary for the effective exercise of his/her functions.

13. Attend external meetings as and when required and brief management accordingly. 

14. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE 
a) Indonesian National with completed advanced university degree (Master's degree or equivalent) from an accredited academic institution, preferably in Human Resources, Business Administration, International Relations, Social Sciences or related fields.

b) At least two years of professional experience (in supervising the Administration and Human Resources Management, preferably with international organizations).

c) Proven HR experience in an international organization or in private sector; 

d) Experience in designing and implementing organizational development processes; 

e)Legal background in the field of HR an advantage; 

f)Familiarity with the UN common system or similar systems, knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection, practices and training programmes;

g) Working experience in PRISM HR would be an advantage

VI. LANGUAGES

Fluency in English and Bahasa Indonesia, both oral and written
