Health Finance Specialist

Position Summary Futures Group is recruiting a Health Finance Specialist to provide content knowledge, technical assistance, consultation, and support for the development and execution of economic analyses, health finance policy analyses, and costing and modeling assignments. Methodologies that may be applied include: cost-effectiveness studies; unit costing of health interventions; modeling for resource allocation decision-making; design and use of expenditure surveys; feasibility studies or policy analyses related to implementation of health insurance; and analyses of household surveys. The health finance specialist will provide high-level technical assistance to developing country policymakers and write position papers, reports, and technical briefs to inform relevant audiences. The focus of the work will be on health programs, with an emphasis on HIV, reproductive health, and maternal and child health. The candidate will be required to determine methods and procedures on new assignments and both implement and manage other staff in carrying them out. In addition, this position requires active participation in business development ventures related to health financing.
Key Responsibilities Provides health economics, health finance and costing expertise/technical assistance to the program, technical staff and administrators as per project/program requirements Provides remote and on-the-ground managerial and operational oversight to specific projects and activities in a developing country setting Demonstrates thought leadership in health financing and contributes to corporate strategic planning initiatives and business development ventures; Uses various quantitative and qualitative techniques to perform costing and modeling tasks Responsible for development of work plans and budgets. Prepares necessary technical and program-related reports, including presentations and white papers Guides and supports research, data collection, policy formulation, training and capacity building efforts in support of project activities and deliverables Ensures quality of services and compliance per project/program requirements. May provide functional guidance to outside vendors to ensure deliverables are met within timelines and budgets Organizes as needed project/program trainings, conferences, workshops, and meetings. Participates, and represents the organization as needed, in outside associations, conferences, and symposia Supervises and provides guidance to staff members working on the project Contributes to new business development efforts, as required and appropriate
Qualifications Advanced degree with significant experience preferred. MA in Economics or Health Economics, or MPH with significant course work in health economics and finance At least 5 years of experience in public health, health economics, health finance, and policy formulation related to developing countries, or experience in other fields related to the duties described above Strong program management skills are highly desirable Strong interpersonal, writing, presentation, and organizational skills are required Experience working internationally Proficient in the use of Microsoft Office Demonstrated problem solving, analytic, financial, and evaluative skills Knowledge of project management methodology Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe Professional and mature demeanor and conduct Ability to respond and adapt quickly to changing requirements and competing demands Ability to take initiative and/or respond independently to situations Ability to travel internationally up to 30% time Fluent written and spoken English is required. Preference will be given to candidates with working proficiency in additional languages, especially Spanish and French.
