Safety and Quality Controller (Subsidiaries)

Job Purpose
The purpose of the Safety and Quality Specialist is to be responsible to conduct and coordinate the operational safety and quality tasks in accordance with the approved Etihad Corporate Safety and Quality Management Systems and manuals in order to uphold the approval of the Etihad Airways Health and Safety Management System Manual under the Abu Dhabi EHS Regulatory Framework and Quality Management System and Aviation Safety Management System under the UAE GCAA framework. The Safety and Quality Specialist will conduct audits; coordinate the follow up process; conduct and coordinate investigations; conduct training; conduct safety analysis and reviews of audits and occurrences of Etihad Airport Services and contracting airlines to ensure compliance with the UAE and Global Health and Safety regulations, Etihad standards and any other applicable requirements. In addition the Safety and Quality Specialist will be responsible to identify any aviation safety, quality and health and safety weaknesses and implement solutions and controls to maintain high safety standards and future improvements by championing the reduction of adverse health and safety incidents by efficiently and effectively investigating, preventing, detecting, analyzing and reporting. This role is critical and a statutory requirement linked to the Abu Dhabi Environmental Health, Safety Regulatory Framework and UAE GCAA.
Responsibilities
  • To undertake audits, investigations and/or inspections of Etihad Airport Services in and externally contracted providers to ensure compliance with the applicable UAE Occupational Safety & Health regulations, UAE GCAA regulations, Etihad procedures and any other applicable safety & quality requirements and produce high level statistical data as directed by the Head of Airport Services to demonstrate the performance of the OSHMS, SMS and QMS. In particular to highlight root cause trends which demonstrate increases or decreases in such trends.
  • To measure compliance against defined standards and a defined audit scope ensuring that all audit standards measured have been documented, implemented or are not applicable to the organisation/department being audited.
  • To develop audit checklists based on the applicable regulations or requirements in coordination with the Head of Airport Services thus ensuring all audit standards are measured against objective evidence (observation of operational activities and/or reviewing documents records) to demonstrate whether conformity to the standard has been achieved.
  • Compile audit and investigation reports ensuring that all findings are written in a clear and accurate manner, consistent with control standards allowing efficient dissemination of the final audit or investigation report without any ambiguity if breaches are indentified.
  • Independently and jointly with EY departments and Etihad Airport Services promote and cultivate OSH, SMS and QMS consciousness through the delivery of training or through awareness campaigns and communications materials, highlighting benefits of OSH, SMS and QMS values for staff and third parties working with Etihad Airport Services.
  • Act as a point of contact with one of the Etihad Airport Services entity (ADIFC, ADCC or ADAS), as defined by the Head of Airport Services) to ensure occupational safety & health programs, SMS and QMS are effectively deployed and managed, providing specialist technical and professional knowledge and skill as required. 
  • Consolidate reports, track and follow-up non-conformance and observations. Coordinate internally and externally as required for quick and efficient closing of findings.
  • Plan, coordinate and lead comprehensive inspections, investigation of occurrences and assessments of Etihad Airport Services facilities and operations to ensure compliance with safety & quality regulations are re-instated when failures occur as part of the continuous improvement of the SMS, QMS and OSH systems.
  • Undertake Hazard Risk Assessments (HRA) periodically and as requested by the Head of Airport Services following an occurrence, investigation, during periods of change management, start up or change of procedures or scope of the operations. HRA shall identify systemic trends affecting safety with a Hazard Risk Index (HRI) being allocated based on the severity of hazard and the likely hood of occurrence.
  • To analyse the result of audits, inspections, investigations and occurrences providing the Head of Airport Services with a comprehensive review of the Safety & Quality status of the Airport Services operations (as per area of responsibility – ADIFC, ADAS or ADCC).
  • To manage the database for the audit, hazard identification, occurrence and investigation databse for the Airport Services operations (as per area of responsibility – ADIFC, ADAS or ADCC) ensuring it is kept up-to-date at all times and that all records are kept as per regulatory requirements and Etihad procedures.
Requirements
Qualification & Education:
  • University degree.
  • Advanced Degree in Occupational Health and Safety or equivalent is an advantaged.
Experience:
  • Minimum of five years of aviation experience in ground operations, cargo, health & safety or auditing in one of these areas.
  • Direct or indirect experience with audits, safety or occupational health and safety investigations and inspections.
  • Demonstrated experience in investigation techniques and report preparation
  • Experience delivering training is an advantage. 
Training:
  • Recognized Training in Safety Management System
  • Recognized Auditor Training is an advantage
  • Recognized Safety Investigator Training, which includes investigation techniques, interviewing skills and statement taking, is an advantage.
  • Recognized training in Safety & Environmental Management Systems (ISO18001 and 14001) is an advantage
