Senior Monitoring And Evaluation Specialist, Myanmar

The Senior M&E Specialist will be responsible for overseeing all program monitoring activities for a large multi-year project to implement humanitarian assistance activities in the areas of livelihoods, maternal and child health (MCH), and water, sanitation, and hygiene (WASH) to people in central and eastern Myanmar. S/he will help to implement a performance management plan (PMP), as well as a full M&E plan that ensures comprehensive and accurate data collection, proper database management, and analysis of results to report on project implementation. S/he will coordinate across sectors and across implementing partners to ensure synchronized reporting mechanisms and ensure data quality management across a wide number of indicators. A successful candidate will have experience working on similar development assistance projects funded by major international donors and will have a demonstrated ability to lead learning agendas and contribute to program development as well as provide timely and accurate reports.
RESPONSIBILITIES:
• Lead implementation of the performance monitoring plan, as well as monitoring and evaluation plans at Pact and partner levels, and provide capacity development for partners to develop and implement their own plans as needed.
• Work with contractors and project staff to develop a midterm evaluation of the program to demonstrate maximum impact and generate data for decision making.
• Responsible for monitoring and updating as necessary qualitative, quantitative, output and outcome performance indicator targets and performance against targets. Develop relevant M&E tools and lead the provision of M&E-specific technical training for Pact and partner staff, including tools and training for use of state-of-the-art technologies for M&E (GIS, mobile technology, databases). Ensure that systems are in place to collect data on all indicators required by the donor and necessary for project decision making.
• Responsible for the collection, analysis, aggregation, and reporting of M&E data across the entire program. Lead preparation of quarterly, bi-annual, and annual reports for the donor, and other data reporting as required. Collect report submissions from program partners and combine parts into a coherent narrative with a single voice.
• Contribute to program management by ensuring M&E input is shared throughout the project, Pact in Myanmar, and Pact worldwide, and that lessons learned are incorporated into the program design and work plans.
• Promote capacity strengthening in partner and grantee organizations through mentoring and training in monitoring and evaluation and assist partners in setting up reporting and tracking systems to provide M&E data in a timely manner.
• Coordinate or lead regular program monitoring visits to ensure the production of consolidated reports and action plans for follow-up response (inclusive of program, finance, and grants).
• Ensure community feedback mechanisms exist in data collection practices and document the use of information sharing and ownership for beneficiary communities.
• Ensure quality of program data. Monitor data quality through the processes of collection, collation, storage, analysis, and reporting, ensuring that data is audit worthy. Where problems exist, support the identification of solutions to challenges faced. Conduct data quality training for partners and data quality assessments.
• Oversee in-depth assessments of program activities conducted by staff.
• Supervise a team of two M & E officers. Develop M & E capacity of a national staff.
QUALIFICATIONS:
• Bachelor’s Degree in related field, Master’s preferred in social sciences with practical experience in developing and implementing monitoring and evaluation activities in humanitarian or development assistance.
• Minimum of four (4) years of relevant professional experience. Experience with evaluation and research design, data collection and analysis, indicator construction, GIS, training and computer software, i.e., MS Office, SPSS, or other statistical analysis package
• Experience in M&E for maternal child health/family planning, livelihoods/food security, and/or water/sanitation/hygiene programs preferred.
• Experience with evaluation and impact reporting to donors, especially USAID, and to project managers demonstrating both analytical rigor and practicality.
• Ability to work independently, take initiative, manage a variety of activities concurrently, and deliver outputs on schedule.
• A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
• Ability to communicate technical issues effectively and persuasively, both verbally and in writing. Editing experience preferred.
• Demonstrated ability to transfer knowledge through training and mentoring.
• Demonstrated ability to manage multiple projects effectively, think analytically, and take initiative in solving problems.
• Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations.
• Fluency in English required. Burmese language preferred.
• Experience in South East Asia preferred.
