VETERINARY SERVICES MONITORING, COORDINATION AND TRAINING SPECIALIST
Overview of the role:
Since 2010, a public – private partnership for animal health service delivery and disease surveillance and control has been established in Afghanistan.  This is known as the Sanitary Mandate Contracting (SMC) System.  Animal health services are delivered by private vets and paravets, often with the support of NGOs.  Government staff at Central level are responsible to develop, support, implement, manage and monitor the national epidemio-surveillance scheme for notifiable animal diseases in coordination with Provincial Veterinary Officers [1].  In order to do this, they work closely with NGOs and private animal health service providers.  Responsibility for monitoring the quality of work carried out by the animal health service providers, both through the SMC scheme and their day to day routine services also falls under the remit of Provincial and Central Monitoring Officers.
The successful candidate will work closely with government counterparts, specifically the Head of Division of Disease Prevention and Control (DDP&C), Head of Sanitary Mandate Contracting Department (SMCD) and staff in the Department of Monitoring, Evaluation and Coordination of Veterinary Services (DMEC), providing expert advice and support in the development, implementation, expansion, management and reporting of activities which involve VFU[2]s.  This is expected to involve supporting the identification of key policy issues, development and implementation of strategies, development and management of databases, contracting and reporting systems and delivery of training.  Additional support will be provided by the national consultant in Database Development, Reporting and Management.  The consultant will ensure that work carried out under the DDP&C is integrated with the other Departments working within the Directorate of Animal Health (see attached organogram), specifically the Central Epidemiology Department, Veterinary Public Health Department and Central Veterinary Diagnostic and Research Laboratory (CVDRL).
