Main responsibilities:

The following are the main areas of responsibility with indicative actions, which will be prioritized and scheduled in consultation with the Country Manager. The position will also work flexibly within a team structure, seeking synergies with other priorities.

Strategic Direction& Technical Coherence
  • Supports policy development initiatives and advises the supervisor accordingly in coordination with WWF Peru´s Country Manager. Also leads policy discussions with senior government officials for the design of natural resources and environmental services management policies and address regulatory and compliance issues.
  • Leads high-quality development, inception and implementation of WWF’s public policies proposals in alignment with WWF Peru´s Strategic Plan and the project management structures in Peru, ensuring the delivery of the conservation outcomes and the overall quality of the projects being conducted to advance WWF Peru´s strategic plan.
  • Ensures clear technical linkages and strong internal coordination mechanisms between policy development and complementary conservation actions in Peru to ensure that natural resources management supported by WWF contribute to the country conservation priorities.
  • Participates in the review of long term national planning documents and identifies priority conservation needs and opportunities in the country. As a Director, works particularly closely with the country´s Executive team, the Conservation Director and Country Manager.
  • Leads the development of position and policy papers on critical subjects ensuring their update and the continuous availability context information to guide conservation action.
  • Provides technical assistance in policy development and to partner and governmental organizations.
  • As requested, provides research, planning and management services to support policy development and implementation in the country. This includes direct technical assistance to projects, attendance at regional meetings, evaluating projects, profiling country conservation needs and developing new projects based on the strategic and annual plans.
  • Works with Peruvian congressional representatives, government officials, sub-national and local authorities in the development of legal frameworks that promote sustainable natural resource use, smart climate adaptation and ecosystem services valuation.
  • Engages with the private sector to build suitable roadmaps to reduce its ecological footprint transitioning to a low-carbon economy with emphasis on sustainability, reduced consumption and equity.
Representation
  • Represents WWF Peru in interactions with government officials, stakeholders and donors at relevant forums, technical meetings, working groups with NGOs and industry partners, and other specialized fora.
  • Engages in efforts with other WWF Network working groups or coordinating bodies to define joint regional positions and global positions in preparation for international negotiations as required.i.e: UNFCCC COP, Biodiversity Convention, regional fishery agreements (IATTC, OROP), Ramsar convention, etc.
  • Participates in the LAC Policy Cabinet, LAI policy working group, Global Carbon and Energy Initiative and other Global Initiatives policy coordination bodies
Fundraising
  • Assists the Country Manager, Conservation Director and other WWF´s teams in the development of priority projects and project proposals.
  • Develops and implement a fundraising strategy for the top priority objectives and actions of WWF Peru´s Strategic Planin coordination with WWF Peru´s top management, keynational partners and stakeholders; and relevant WWF´s Network staff.
Program Management
  • Leads the elaboration and submission of funding proposals and build relationships with donors and implementing partners.
  • Oversees the planning and wise use of technical and financial resources by the WWF Peru´s Policy action plans.
  • Monitors the development and performance management of WWF-supported projects portfolio related to Policy as identified in the 2013-2017 Strategic Planin coordination with the M&E Officer of WWF Peru.
  • Prepares and presents regular progress reports to the WWF Peru´s top management and ensure timely technical and financial reports of the projects under his/her supervision.
  • In coordination with WWF Peru´s Communications Director produces timely reports and develop advocacy and research products related to public policy emphasizing lessons learned and success stories to be shared within the WWF Network, as well as with other institutions.
  • Performs other duties as assigned by his/her supervisor.

What you need:

Required Qualifications
  • A high degree specialization on natural resources management, conservation, natural sciences, environmental services, markets development or a relevant field to deal with the multiple and complex issues of public policy;
  • Technical proficiency in the field of conservation, natural-resource management and policy, program/project development;
  • At least 10 years professional experience in a leadership role, with demonstrated success in managing multi-disciplinary teams and multiple donor budgets.
  • Demonstrated experience on policy issues and public-private initiatives.

Required Skills and Competencies
  • Ability to conceptualize a full program: Proven ability to develop objectives and approaches strategically, and assess the human / financial resources needed to execute it successfully.
  • Management skills: Experience managing complex programs with multiple objectives and funding sources, and putting together effective internal teams; strong time management skills, including ability to maintain timeline for overall strategy, as well as an ability to set priorities and multitask.
  • Policy experience: Strong experience engaging governmental and private institutions, and advocating for conservation priorities effectively. A clear understanding of policy issues in Peru and abroad.
  • Coordination skills: Strong interpersonal skills. Experience developing partnerships with a variety of stakeholders; strong leadership and conflict resolution skills.
  • Communication skills: Strong verbal and writing skills and excellent communication abilities are required.
  • Fundraising skills: Experience in raising and mobilizing funding.
  • Language proficiency: The position requires fluency in English and Spanish as well as writing and verbal communication skills.

  • Availability to travel frequently, including to field locations.
