Global Programme Coordinator - Within and Without the State

Location: Oxford, United Kingdom Salary: £36,830 - £46,260 per annum Contract Type: Fixed term, Full time. Closing date: 21st February
Is it possible to promote good governance in fragile and conflict-affected contexts? Experience from the ‘Within and Without the State’ programme (WWS) shows that it is – and that it is vital to tackling poverty and ensuring long-term stability. Now we want to use what we have learnt from our work in Afghanistan, Yemen, South Sudan, and the Occupied Palestinian Territories and Israel to further improve our programme – and to share our learning more widely.
It’s an exciting time for WWS. Initially funded by DFID from 2011-14 under the under the Conflict, Humanitarian and Security Programme Partnership Arrangement (CHASE PPA) we have just heard that our funding has been extended until 2016. This gives us a great opportunity to build on what we have already achieved, and use our experience to help to influence the quality of other governance programming in fragile contexts.
At Oxfam, the Programme Strategy and Impact Team is fundamental in the assurance of quality and effectiveness of Oxfam’s diverse programme work. As part of this team, you would be accountable for ensuring WWS is providing the necessary impact on a local and national level. Through providing technical and strategic programme management, monitoring policy adherence and maintaining a high level of understanding of conflict and fragility trends, you will ensure this DFID-funded work is lifting lives.
We are looking for an individual who is committed to delivering high value whilst working with challenging contexts. We need someone who is willing to push boundaries and think in a way which stretches the limits of what is possible within our Programme work and support country teams to enable them to also think strategically with long-term focus. Willing to travel and with an appreciation of political sensitivities in an international context, you would be ready to get involved and drive change within your sphere of influence.
The role requires programme management expertise and an understanding of the importance of reporting to senior stakeholders and being accountable for the delivery of Oxfam’s Programme objectives. With a particular focus on fragility, we are looking for someone to develop and drive our work in conflict-affected environments by supporting campaign teams and ensuring country teams are equipped to deliver quality throughout their activities.
