Humanitarian Affairs Representative

Medecins Sans Frontieres (MSF) is a private, non-profit, international association that provides medical humanitarian aid in a position of neutrality, independence and impartiality. The idea is articulated in our Charter. The association was founded in 1971 and the Japan office was inaugurated in 1992.
The purpose of MSF’s work is to respond to urgent medical needs. We serve a wide range of population including victims of armed conflict, natural disasters or people who has little access to healthcare because of poverty and other reasons.
MSF has 28 offices around the world. Most of our fields are located in developing countries in Africa, Asia or Latin America.
MSF’s work is almost entirely funded by the private sector. We are also recruiting staff to send to the fields year-round. We also attach great importance to témoignage (awareness–raising) to report what is happening in the fields as well as voices of our patients.

< Purpose of the position >
Under the direct supervision of the General Director, and in co-ordination with, and under guidance from HART (in particular its representative at the ASEAN) the Humanitarian Affairs Representative defines and implements effective advocacy/humanitarian diplomacy towards key state and non-state stakeholders in Japan to support MSF Operational objectives.
< Objectives >
The Humanitarian Affairs Representative leads the delivery of humanitarian advocacy/diplomacy objectives of MSF Operations, as and when they are identified, and support the delivery of relevant MSF Japan Strategic Plan objectives.
The Humanitarian Affairs Representative:
- Is accountable for developing and strengthening MSF humanitarian stakeholders network in Japan
- Is accountable for ensuring alignment and excellent collaboration with HART team in Asia and globally, and with Operational Centers.
- Ensures the right channels and level of representation are used to deliver MSF humanitarian and medical advocacy/diplomacy objectives.
- Advises the General Director and the HART Team on new opportunities and threats to MSF humanitarian objectives arising in/from Japan.
< Essential Skills and Experience >
•Fluency in Japanese and English (oral and written)
•Excellent understanding and knowledge of the Japanese society & culture
•Solid knowledge of Japan’s civil society, humanitarian and aid network, and political system. Proven and demonstrated analytical and political skills; excellent judgment and diplomacy; comfort with advocacy role.
•Ability to research, analyse and synthesise complex topics so as to write reports and high-level business correspondence, and effectively present information to internal and external audiences including senior government and NGO officials.
•Proven and demonstrated analytical and political skills; excellent judgment and diplomacy; comfort with advocacy role. Experience coordinating civil society advocacy campaigns.
•Demonstrated knowledge of international humanitarian affairs and genuine interest in and commitment to the humanitarian action and principles of MSF.
•Experience with MSF or with a similar humanitarian organisation. Knowledge of basic provisions of International Humanitarian Law, Human Rights and Refugee Law.
•An advanced degree in political science, international affairs, international law or other relevant discipline. At least a 10-year working experience in a related field.
•Ability to operate in a matrix and maintain excellent distance relationships
