ICLEI – Local Governments for Sustainability is an association of 1,200 local governments in 68 countries that are dedicated to sustainable development. It has 15 offices servicing its members while developing innovative projects and events and is an international not-for-profit association and network perceived as the international representative of cities for sustainability. The European Secretariat is based in Freiburg, Germany.
The European Secretariat of ICLEI - Local Governments for Sustainability seeks to fill the position of Officer within its Sustainable Procurement team.
ICLEI has been working on sustainable public procurement for over 17 years - helping support public authorities in implementation, spreading awareness of the concept, developing new approaches, and encouraging policy developments at the European and international level.
Tasks and responsibilities:
- Coordinate small or medium sized projects on sustainable procurement;
- Responsible for work planning, finances and personnel management related to small or medium sized projects;
- Develop guidance on the topic of sustainable procurement;
- Support public authorities in developing and implementing sustainable procurement practices, policies and strategies;
- Develop knowledge and collaborate with external organisations on the topic of financing sustainable infrastructure projects, products and services;
- Evaluate the potential for developing partnerships and joint working with a variety of organisations including businesses;
- Provide training and consultancy services on sustainable procurement;
- Undertake research, develop case studies and disseminate information to improve knowledge and skills on sustainable procurement;
- Organise events (e.g. meetings, workshops and training seminars and conferences);
- Research funding opportunities and undertake project acquisition work;
- Represent the Sustainable Procurement team at events and undertake presentations as necessary.
Skills and qualifications:
- A degree in a relevant subject such as public procurement, environmental sciences, international development, economics or other appropriate qualification;
- Ability to demonstrate an understanding of the green economy and sustainable procurement and its application in the public sector;
- Excellent project management skills;
- Ability to demonstrate an understanding of the legal framework of public procurement in Europe;
- Knowledge of financing sustainable infrastructure projects, products and services is desirable;
- Good research skills in order to identify good practice and adapt for use in public sector settings;
- Excellent verbal and written communication skills, e.g. minute taking, drafting complex documents and delivering presentations to audiences at a variety of levels;
- Ability to be well organised, prioritise tasks well and produce good quality work within tight time constraints;
- Ability to liaise with a wide range of external organisations;
- A very good command of English (reading, writing and speaking). Additional European language(s) an asset;
- Confident user of all Microsoft Office applications.
Conditions:
- Limited contract, initial contract period 2 years (extension envisaged);
- Corridor contract variable between 80-100% of a full-time position with a gross salary according to Officer position in ICLEI’s salary grid (indicative: € 38,400 - € 43,200 per annum for 100%). Foreseen to start at 100% of full-time position;
- Place of work: ICLEI European Secretariat, Freiburg, Germany;
- Workings hours: 40 h/week, six weeks of paid leave per annum;
- Working language: English;
- Readiness for frequent travel;
- Applicants must – due to legal reasons – hold EU citizenship or valid EU residence permit and a valid German work permit. Applications not meeting these conditions can unfortunately not be considered.
