Background / General description:
International Finance Corporation (IFC), a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty and improve people’s lives and in doing so offers a unique combination of investment and advisory services to its clients. IFC Advisory is structured into four business lines, each managed by a Regional Business Line Leader (RBLL). IFC is looking to recruit an Associate Operations Officer/Operations Officer to support the Investment Climate (IC) Business Line in the East Asia Pacific (EAP) Region and the IC program in Vietnam. S/he will complement and work closely with the existing team and be a source of knowledge and analysis on IC issues.



The IC Business Line assists client governments in implementing reforms to improve IC. IC Advisory work focuses on improving the policies, laws, and regulations that affect domestic and foreign investors and influence their decisions to invest. The IC Business Line in the EAP has a portfolio of more than 20 projects with a total volume of more than USD 20 million and some more than 30 staff working from 9 offices.

The position is a local 2 year term appointment based in Hanoi, with possible renewable extension subject to business need and satisfactory performance.

Duties and Accountabilities:
Scope of the Assignment

The Officer will support the RBLL for IC in building and managing IFC’s regional portfolio of the business line respective advisory initiatives, in close collaboration with IFC regional colleagues and global experts, and regional departments. The Officer will also be expected to support the development and implementation of IC projects for Vietnam. S/he will work under the general direction of the RBLL.



Duties and Accountabilities



1. Specific Work Responsibilities relating to supporting the Regional IC Business Line

Strategy

• Contribute to development of the Business Line in the region through participation in IFC strategy discussions, new project development, and donor relations.

Portfolio/Pipeline Management

• Maintain IC pipeline activities in line with regional and business line strategies

Prepare portfolio or topical reviews or analyses and financial projections and present results;

• Manage project reporting cycles, ensuring all project submit high quality and on-time (i) Project Supervision Reports (PSRs), (ii) Donor Reports and Presentations, and (iii) Project Completion Reports (PCRs). Maintain deadlines for submission of these reports and for completing the initial review of all reports;

• Work with Project Managers (PM) to ensure projects are compliant with all IFC and donor requirements and support PMs as necessary with program and administrative needs;

• Oversee updates to project/pipeline activities in line with management/business line network/portfolio review discussions (updating budgets, results reporting, actions such as droppage/termination, redesign of projects, updating of PCRs in line with PCR meeting decisions, follow-up on Concept Review Meeting (CRM) items, monitoring of processing times, etc);

• Serve as proxy to RBLL in terms of project processing activities; and

• Respond to needs among Project Managers for assistance or to facilitate (i.e., M&E, Human Resources, IT, and Finance).

Resource Management (funding/staffing)

• Prepare documents such as donor/partner concept papers and proposals; monitor program/project funding gaps/needs;

• Coordinate recruitment of business line staff, assist with shortlisting of potentialcandidates, ensure compliance with recruitment procedures (interview panels, etc), monitor hiring progress against recruitment plans, etc. and

• Assist and coordinate selection and monitoring of consultants including the preparation of TORs, negotiation of fees, processing of contracts; and work alongside consultants in technical assistance assignments.

Other

• Coordinate and deliver on (ad-hoc) IFC regional management or head office requests for data or information on IC projects in the region (for example, system reforms, staffing, impact, etc) including preparation of notes, memoranda, briefs, PowerPoint presentations etc.;

• Lead coordination and preparation of business line specific meetings, conferences, study tours and other events;

• Develop presentations for external conferences, workshops and other knowledge events, drawing from IFC and other material and research;

• Proactively seek out international best practice, national/corporate compliance requirements and internal advice, share information, work in teams with other colleagues; and

• Travel as necessary in the region; and undertake ad-hoc tasks assigned by supervisors.

2. Specific Work Responsibilities relating to t the IC program in Vietnam

• Contribute, as a team member of the Vietnam IC program, to all aspects of the program in Vietnam, including strategy development, new project design, selection of partners, recruitment, supervision of consultants, monitoring and evaluation;

• Work with other Vietnam IC team members to conduct research/analytical work on specific legal, regulatory, and policy issues in Vietnam in the areas of, but not limited to, agribusiness, climate change, insolvency and debt resolution as needed to identify and develop new IC projects in Vietnam in these areas;

• Assist the implementation of existing initiatives including licensing reforms and tax simplification;

• Manage new Vietnam IC project(s) or components of, as assigned; and

• Other duties as requested by the Vietnam IC program manager.

Selection Criteria:
Desired Background and Expertise

• Knowledge of private sector development, especially investment climate related issues and practical understanding of the political economy of regulatory reform ideally in East Asia and Pacific region;

• Knowledge of the institutional, legal, regulatory framework and business practices in Vietnam;

• Ability to work across stakeholder/functional groups and across multiple countries;

• Proven ability in written preparation and oral delivery of concise and persuasive analytical powerpoint materials ;

• Good interpersonal skills and team spirit, as well as strong intellectual capacity;

• Ability to clearly communicate ideas confidently with colleagues and seniors;

• Ability and willingness to analyze, collect and aggregate information from a variety of sources, and distill essential elements and insights for the targeted clients, both internal and external;

• Ability to work under pressure and handle multiple tasks simultaneously;

• Results-oriented approach with demonstrated history of accomplishment;

• Ability to build productive relationships in a multi-cultural environment;

• Ability to work well with minimal supervision in a small team environment

Technical Qualifications and Experience

• Masters in Business Administration, Law, Economics, Finance or Development or equivalent professional qualification;

• Minimum 5 years of relevant experience, preferably some overseas study/working history;

• Experience with international and/or bilateral/multilateral development institutions would be an advantage, as well as prior work in advisory/consulting in private sector development;

• Fluent spoken and written English;

• Strong working knowledge of Microsoft Office software, particularly EXCEL and POWERPOINT.
