Introduction to environment
APM Terminals’ Africa and Middle East (AME) Region is looking for a Regional Head of HSSE with strong leadership ability who can drive the HSSE agenda across the region. The Region includes wholly owned terminals, and joint ventures with a current portfolio of 12 sea terminals (container and/or general cargo terminals) and 31 Inland Services entities. The AME region is a very dynamic and diverse region and has many challenges and opportunities for strong profitable growth within APM Terminals global portfolio.

Purpose
· Provide strong visible leadership to develop the regional HSSE strategy and lead HSSE support to the terminals and Inland Services entities in the region.
· Develop and drive the APMT global HSSE strategy, programme and action plans on a regional level
· Drive the implementation of the APMT Global Safety /HSSE Strategy focusing on the three areas of Technical Integrity, HSSE Management System and People & Culture within the region to achieve our goal of zero fatalities and zero incidents.
· This position is charged with ensuring that the APMT HSSE policy and global standards which are implemented and are strictly adhered to
· Ensure continuous improvement in the regional HSSE performance

PRINCIPAL ACCOUNTABILITIES
· Is a member of the regional senior management team and participates actively in developing and developing the business strategy and execution on the region
· Provide strong visible & felt leadership to achieve zero incidents and zero fatalities
· Develop, implement and drive the regional HSSE strategy aligned with the regional business strategy as well as APMT global HSSE strategy and strategic objectives
· Has quite a marked contribution to defining the regional HSSE strategy and contributes significantly to developing the global HSSE strategy in line with the regional business strategy
· Actively support the development of global standards for high risk activities for example through the development of HSSE Cases
· Provide leadership in driving and promoting a pro-active safety culture in all terminal and inland services operations and activities
· Responsible for reporting of the overall HSSE performance of the region
· Facilitate and lead entity senior management teams to create change in organizational culture to improve HSSE performance with significant business impact
· Find ways to overcome complex, non-routine problems during HSSE culture change and implementation of safety behaviour improvement
· Provide coaching to leaders and senior management teams in visible safety leadership
· Lead the HSSE team in the Dubai office and the HSSE function in the region, i.e. all HSSE professionals in the region
· Lead the HSSE function in the region through effective culture change aimed to achieve HSSE performance improvement
· Develop the regional HSSE organizational structure, identify clear roles and responsibilities for these professionals
· Mentor, coach and develop the entity HSSE managers, who typically report to the MD of the entity in the region
· Manage, assure and maintain HSSE competencies of leaders and HSSE professionals in the region
· Establish and maintain appropriate resources for effective HSSE risk management in the region
· Responsible for setting and achieving the budget for the HSSE function.
· Select, implement and keep current the appropriate HSSE requirements, including laws and regulations, in the region
· Establish and maintain an effective emergency response plan, procedures and resources for the region
· Support the development of HSSE Cases to support HSSE Management
· Provide expert advice to overcome challenges in the integration of HSSE into business processes
· Recognize emerging HSSE risks and performance gaps
· Review and assess investigation reports for quality, conclusions, underlying causes and appropriate actions
· Lead or set up accident or incident investigation teams
· Ensure learning’s from incidents and near misses regionally
· Plans and or leads HSSE audits in accordance with the appropriate regulations and standards
· Contribute to the APMT global HSSE audit programme by leading investigations in other regions
· Reviews and assesses investigation reports for quality, conclusions, underlying causes and appropriate actions
· Facilitate review of the regional HSSE policy and strategic objectives in the light of changing stakeholder expectations

CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE
· Ability to provide strong, visible leadership in HSSE management
· Requires at least 12 years experience in operations and/or HSSE management in the transport or terminals industry. Preference will be given to candidates that have obtained (part of) their experience in Africa
· Requires a University degree or equivalent
· Experience in driving a safety leadership programs
· Experience in managing HSSE in a business context
· Experience and knowledge of change management
· Experience in managing internal and external stakeholders and building bridges
· Effective negotiation, conflict resolution, and interpersonal skills.
· Proven team building skills of multi-cultural teams
· International experience obtained by living and working in different countries
· Requires excellent verbal and written communications skills in English
· Knowledge and experience of HSSE risk management
· Knowledge of HSSE assurance such as safety audits
· Knowledge and practical experience in emergency response

This position reports directly to the Vice President APMT AME Region
The position functionally reports to the Global Head of HSSE

The Regional Head of HSSE position leads a team of HSSE professionals in the region through professional standard knowledge of all job areas (HSSE) and requires practical experience in several functional areas with a focus on safety as well as strong leadership experience in order to drive the HSSE agenda.
