Institutional Development Legal Specialist
The ABA Rule of Law Initiative seeks a short-term Institutional Development Legal Specialist for a current program in Bishkek, Kyrgyzstan. The focus of this program is strengthening Kyrgyzstan’s legal defense community through education, professional development, and legal reform. The Legal Specialist will work with the Advocates Training Center (ATC), an important provider of Continuing Legal Education for defense attorneys in Kyrgyzstan, to review and update the ATC’s strategic plan and identify organizational needs and goals for long-term sustainability.
A specialist is needed to develop the organization’s capacity for long-term self-sustainability. The ideal candidate will be able to be based in Bishkek for between 4-6 weeks, beginning in April 2012.
Essential Duties and Responsibilities:
·Assess the Advocates Training Center’s progress towards achieving its 2010 Strategic Plan
·Update the Plan or develop a new Strategic Plan based upon the assessment
·Help the Advocates Training Center develop, introduce, and promote for-pay CLE courses
·Mentor CLE staff members on identifying and applying for competitive grants.
·Train ATC staff on project development, fundraising plans, and program management of donor-funded projects.
·Enhance basic institutional capacity through trainings that ensure retention of institutional memory, and the effective project management, operations and administration of the ATC
·Human resources management, including outlining the ATC’s organizational chart, job descriptions, and office policies;
·Mentor on effective public relations with both the general public and potential members.
Qualifications
Education – Bachelor’s degree required. JD preferred.
Work Experience – Experience enhancing institutional capacity required. Bar association development and administration and legal education or CLE experience preferred. Central Asia experience a plus. Russian or Kyrgyz language skills a plus.
Communication Skills – Excellent written and verbal communication skills.
Travel Requirements – Must be able to travel to and live in Bishkek, Kyrgyzstan.
