Statoil seeks an experienced International Affairs Advisor for a senior level position within its Washington DC office, reporting to Statoil's Vice President for U.S. Government Affairs. The International Affairs Advisor will focus on foreign policy matters relevant for Statoil's global position outside the U.S. The Washington office serves as the company's primary liaison with the U.S. government and is responsible for advising management on federal legislative, regulatory, and policy developments impacting Statoil's business interests.

The Washington Office is responsible for:

- Developing and maintaining relationships with U.S. legislative and executive branch officials to further Statoil's business objectives and support the company's positions

- Establishing a network within Washington's international and diplomatic community

- Enhancing Statoil's reputation and knowledge about the company with key governmental and non-governmental stakeholders

- Providing support for Statoil's business and corporate needs on selected issues

- Interfacing and building internal networks with relevant business units

- Gathering information to support corporate decision making

Job description

  • Monitor and analyze relevant legislative proposals and executive actions related to U.S. foreign policy and international relations
  • Advise Statoil's business units and corporate staff on potential implications of U.S. policy
  • Assess trends in U.S. foreign policy relating to energy, environment, international investment, sanctions, and fiscal matters
  • Draft position statements on energy, geopolitical, and economic issues of importance
  • Promote the company's international interests and advocate positions with the US government and other relevant stakeholders
  • Develop and maintain a detailed issues list and stakeholder outreach plan
  • Expand relationships with external consultants and think tanks
  • Contribute to corporate efforts assessing political risk in countries where Statoil maintains a presence
  • Present periodic "Washington updates" to management and business units

Qualifications

  • Bachelor's degree required
  • Master's or advanced degree preferred (experience may serve as a substitute)
  • Educational background may include: international affairs or relations; political science; law; public policy; political economy
  • 7-10+ years of professional experience working in international affairs or relations within the government, private sector, a multi-lateral institution, academia/think tank, or other relevant organization
  • Experience with energy issues, particularly oil and gas, is a plus
  • Must be willing to be a registered lobbyist
  • Some travel will be involved, particularly to interface with international business units and attend relevant conferences and corporate events
